<br />· Pedestrian access and circulation within the medical center and the shopping center and <br />between the two components of the project. <br /> <br />· Bicycle access and circulation <br /> <br />· Transit vehicle circulation on adjacent roadways <br /> <br />· Pedestrian access to and from transit stops <br /> <br />· Truck circulation and loading dock operations for both the medical center and shopping <br />center <br /> <br />Task 4.2g - Parking Supply and Demand Analysis. Based on parking occupancy data collected <br />at the existing Hayward Medical Center, Fehr & Peers will develop peak parking generation <br />rates. For each development phase, these rates will be applied to the proposed San Leandro <br />Kaiser Medical Center to estimate the parking supply for both employees and members at each <br />phase of the project. Parking demand for the retail component of the project will be estimated <br />using the rates published by ITE in Parking Generation. Minimum amount of parking as <br />required by the City's Zoning Ordinance will also be calculated. <br /> <br />This analysis will assume that there will be no shared parking between the medical center and the <br />shopping center. Parking mitigation will address potential opportunities for shared parking <br />between the medical center and the shopping center. <br /> <br />Task 4.2h - Alternatives Analysis. Fehr & Peers will qualitatively evaluate up to six alternatives <br />to determine whether they would lessen or eliminate the significant impacts identified for the <br />proposed project. This evaluation will be based on a comparison of the relative trip generation <br />characteristics of the alternatives. <br /> <br />Fehr & Peers will document the transportation analysis from Tasks 4.2 through 4.2h in a stand- <br />alone technical report for review by the City. This analysis will form the basis for the <br />transportation section of the DEIR, to be prepared by EIP. As described above, coordination <br />with Caltrans will be key in the development of appropriate mitigation measures for <br />transportation impacts. Both Fehr & Peers and Michael Kay have extensive experience working <br />with Caltrans and will both be instrumental in securing Caltrans acceptance of the project. In <br />addition, we understand that Kaiser has retained the firm of Gray-Bowen and Company for <br />assistance in dealing with Caltrans issues. It should be noted the Mr. Kay has previously worked <br />with Gray-Bowen on projects for EIP as well as working with Gray-Bowen staff while employed <br />by Caltrans. <br /> <br />Task 4.3 Noise. The noise environment in the vicinity of the proposed project is dominated by <br />traffic on local streets and 1-880. The EIR noise analysis will evaluate noise caused by <br />construction and operation of the projects envisioned under the Medical Center and Retail <br />Development.
