<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2006-115 <br /> <br />(3100) <br /> <br />RESOLUTION APPROVING FINDINGS FOR <br />VESTING TENTATIVE MAP, TRACT NO. 7791 <br />700-720 FARGO AVENUE <br />(WILLOWS TOWNHOUSE APARTMENT COMPLEX) <br />ALAMEDA COUNTY ASSESSOR'S PARCEL NUMBER 80G-1287-1-2 <br />T. MAAS, GRN HOUSE LLC (APPLICANT & PROPERTY OWNER) <br /> <br />Findings <br /> <br />The City Council of the City of San Leandro finds that the proposed map, together with the <br />provisions for its design and improvements, are as follows: <br /> <br />A. The proposed Map will be consistent with the General Plan in that it provides for high- <br />density residential as a cOlupatible use in the area designated for high-density residential <br />development. The existing residential development \vould be compatible with the <br />existing high-density residential develoPluent adjacent to the north, general commercial <br />to the east, medium-density residential to the south and public institutional to the west. <br />The proposed plan carries out General Plan Policies 3.01, 53.03 and 56.08 \vhich are to <br />encourage a mix of residential development types in the City, including single-family <br />homes on a variety of lot sizes, as well as townhOlues, row houses, planned unit <br />developments and multi-family housing, to require the inclusion of affordable housing, <br />and to allow apartments to be converted to condonliniums where tenant relocation plans <br />are provided, the design of the buildings are appropriate for a wide range of residents, <br />and obsolete or inappropriately designed aspects of a site can be raised to a higher <br />standard, respectively. The City Engineer has also detemlined that Vesting Tentative <br />Map, Tract No. 7791 and the condominium plan are also consistent with the City's <br />Subdivision Ordinance. <br /> <br />B. The design and improvements of the proposed condominium subdivision are consistent <br />with the General Plan in that it includes an orderly condonlinium division of a parcel <br />which is adequately served by streets and with drainage for the existing townhouse <br />developnlent. <br /> <br />C. The site and its existing townhouse arrangement are physically suitable for conversion <br />from rental to individual condoll1inium ownership housing. There are no known problems <br />regarding cultural, historical or scenic aspects. Prior to approval of the Final Map the <br />applicant is required to provide various reports that describe the physical condition of the <br />buildings (including building foundations, soil, roofs, walls, mechanical equipment, et <br />cetera) to assure their continued useful life. <br />
