CITY COUNCIL COMMENTS <br /> <br />Mayor Young noted the need for a system for queuing Councilmembers who wish to speak on <br />an item. She mentioned the Bay Area Air Quality Management District recently installed an <br />inexpensive system which serves this purpose. The Mayor stated she and Councilmemher <br />Badger attended the graduation ceremony [or the Alameda County Fire Department recruit <br />academy. Mayor Young announced Deputy Fire Marshal Theresa Johnson has been named <br />the new Alameda County Fire Marshal. Mayor Young will send her a congratulatory note <br />from the City Council. <br /> <br />Councilmember Santos stated while he was out driving this weekend on Aurora at Polvorosa, <br />he encountered a railroad spur in very bad condition and asked who should be notified to <br />remove it. Councilmemher Santos also covered the [ollowing: <br />. thanked Puhlic Works [or filling the potholes on Doolittle Dtive. <br />. announced the District 6 Town Hall meeting has been rescheduled for January 30. <br />. noted the Westgate project was approved by 81 % ofthe voters. <br />. pointed out the "Must Have" and "Need to Have" items presented by the West San <br />Leandro coalition were incorporated in the minutes ofthe November 4,2002 City Council <br />meeting. <br /> <br />Councilmember Stephens stated it is an honor to be here. <br /> <br />Councilmemher Nardine welcomed Councilmember Stephens. <br /> <br />Councilmember Badger welcomed Councilmemher Stephens. He also commented he attended <br />the Alameda County Fire Academy recruit graduation and was especially gratified that the <br />cultural and ethnic makeup of the twelve graduates is reflective of the community. <br />Councilmember Badger expressed his appreciation to the Library-Historical Commission and <br />members Donna Reed, Caryl Ann Symons and Ernie Low for doing an outstanding joh in <br />representing the City of San Leandro in its request for funding the Manor Branch Library. <br /> <br />Councilmember Badger also suggested charging a fee per car for o[[-ai11'0rt parking lots. <br />
