CITY COUNCIL COMMENTS Mayor Young noted the need for a system for queuing Councilmembers who wish to speak on an item. She mentioned the Bay Area Air Quality Management District recently installed an inexpensive system which serves this purpose. The Mayor stated she and Councilmemher Badger attended the graduation ceremony [or the Alameda County Fire Department recruit academy. Mayor Young announced Deputy Fire Marshal Theresa Johnson has been named the new Alameda County Fire Marshal. Mayor Young will send her a congratulatory note from the City Council. Councilmember Santos stated while he was out driving this weekend on Aurora at Polvorosa, he encountered a railroad spur in very bad condition and asked who should be notified to remove it. Councilmemher Santos also covered the [ollowing: . thanked Puhlic Works [or filling the potholes on Doolittle Dtive. . announced the District 6 Town Hall meeting has been rescheduled for January 30. . noted the Westgate project was approved by 81 % ofthe voters. . pointed out the "Must Have" and "Need to Have" items presented by the West San Leandro coalition were incorporated in the minutes ofthe November 4,2002 City Council meeting. Councilmember Stephens stated it is an honor to be here. Councilmemher Nardine welcomed Councilmember Stephens. Councilmember Badger welcomed Councilmemher Stephens. He also commented he attended the Alameda County Fire Academy recruit graduation and was especially gratified that the cultural and ethnic makeup of the twelve graduates is reflective of the community. Councilmember Badger expressed his appreciation to the Library-Historical Commission and members Donna Reed, Caryl Ann Symons and Ernie Low for doing an outstanding joh in representing the City of San Leandro in its request for funding the Manor Branch Library. Councilmember Badger also suggested charging a fee per car for o[[-ai11'0rt parking lots.
