<br />MINUTKS <br />City orSan Leandro City Council and San Leandro Redevelopmcnt Agency Joint Meeting and <br />San Leandro Pal:~ing Authority S~ecial Meetjn~-=-February~18, 2003 <br /> <br />pagc 5 <br /> <br />invited to make comments on Consent Calendar items, or other items of public interest not <br />listed on the Agenda, at this time. <br /> <br />Kathy Banks, 964 Hutchiues Drive, addressed the City Council, suggesting the City work <br />with the property owners of the Westgate Shopping Center to improve traffic .flow in and out <br />of the Center. Ms. Banks commented on the lack of a pedestrian crosswalk at the freeway on- <br />ramp at Davis Street and suggested the City work with other agencies such as CalTrans to <br />improve tra11lc Jlow in the area. She stated she did not hear the emergency alert siren on <br />Febmary 5. <br /> <br />Mike Rawlis, 964 Hutchilll!s Drive, addressed the City Council, stating hc was at Woodrow <br />Wilson School on Febmary 5 and could barely hear the emergency alert siren. Mr. Rawlis <br />noted there is a dumpster blocking the dliveway of San Leandro Plaza which poses a trafJic <br />hazard. Mr. Rawlis commented on the cars traveling at high speeds on Davis Street and the <br />need Jar safe crosswalks near schools. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jen11<:lllis stated one of the actions planned in conjunction with the Westgate <br />Extension project is work with the Westgate Shopping Center owner to reconfigure the <br />parking lot to improve ingress and egress at the Center. Mr. Jemlanis noted testing of the <br />emergency alert sirens will be held on the tlrst Wednesday or every month, and adjustments <br />will be made to make them more audible. Mr. Jemlanis stated the City's Environmental <br />Services division will contact the company responsible for the dumpster at San Leandro Plaza <br />to move it away 11.-om the now of traffic. <br /> <br />7. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Grant reported she attended the I-lousing Authority Commission meeting <br />last month and was appointed to serve on the Management Compensation Subcommittee. <br />The Housing Authority has tound a site in a Hayward redevelopment area for their new <br />office space. Councilmember Grant is serving on the Architectural Review Committee <br />which will help the Housing AuthOlity negotiate the agreement lor the site with the City <br />of Hayward. <br /> <br />Councihnember Nardine reported on the activities of the Alameda County Mosquito <br />Abatement District Board of Trustees. She attended a recent conference which raised her <br />awareness of the West Nile Vims and its dangers. Councilmember Nanline spoke to the <br />need for a proactive approach in inllmlling the community and for the City to take steps to <br />reduce mosquito breeding areas. She asked Mayor Young to consider proclaiming April <br />28-May 4 as West Nile Virus Awareness Week. Councilmembers discussed various ways <br />to educate citizens on the West Nile Virus, including providing educational brochures and <br />
