<br />MINUTES <br />City of San Leanuro City Council and San I,eandro Redevelopment Agency Joint Meeting and <br />San Leandro ~arking Authority Special Meeting }i'cbruary 18, 2~03 <br /> <br />Page 4 <br /> <br />Francois Gallo. 979 Woodland, addressed the City Council, inqumng about the <br />mitigation measures such as soundwalls and landscaping proposed Il)r the homes adjacent <br />to the Westgate Extension. Mr. Gallo asked about the possibility of modifying the project <br />plan to move the roadway closer to the Home Depot area and further from the homes. <br /> <br />Lou Filipovich, 15376 LaVerne Drive, addressed the City Council regarding ex parte <br />communication and expressed concerns that the public does not get all the information <br />regarding projects brought belore the Council. Mr. Filipovich indicated he would like the <br />City to [umish to the public all ex pa11e communication regarding this project. <br /> <br />There being no further comments from the public, and without opposition, the Public <br />I1earing was closed. <br /> <br />A discussion ensued in which Council raised questions regarding the noise and traffic <br />impacts generated by the Westgate Extension, the unintended consequences created by the <br />project such as the attractiveness of adjacent parcels to a big box retailer or the use orthe <br />Extension as a freeway bypass and lighting and speeding concerns. In response to the <br />Council's concerns regarding another big box retailer in that area, Community <br />Development Director Hanson Hom and Ms. Randolph both noted the City's Zoning <br />Code contains a requirement 101' site plan review lor projects over 5,000 square feet which <br />would allow the opportunity to assess the environmental impacts of a project and <br />condition the projects to require those impacts to be mitigated. <br /> <br />Councilmember Santos requested statf consider the concerns raised by the Council as the <br />project moves into the design phase and before going to the Planning Commission. <br /> <br />.
