<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 3,2003 <br /> <br />A. Matter of an ordinance repealing Section 4-1-510 of the San Leandro Municipal Code and <br />adding a new Article 11 to Chapter 4-1 to the San Leandro Municipal Code relating to <br />noise (broadens the scope of existing provisions in the City's Municipal Code by adding <br />specific prohibitions on particular occurrences or categories of activities that are deemed <br />to be violations of a general prohibition against excessive noise). (1184/1918) <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />John Jermanis gave an overview of the item and introduced Planning Manager Debbie <br />Pollart, who gave a PowerPoint presentation and provided information on the proposed <br />noise ordinance. Ms. Pollart indicated the ordinance is much broader in scope than the <br />existing ordinance. <br /> <br />The Hearing was then opened to the public. <br /> <br />Francois Gallo, Chair of the NAACSL, addressed the City Council, suggesting the <br />Council consider adopting a "plainly audible" standard and submitting a handout to <br />Council containing a salTIple noise ordinance. Mr. Gallo also suggested providing <br />extensive publicity of the ordinance to high schools and businesses which would be <br />potentially affected. <br /> <br />There being no further comments from the public, and without opposition, the Public <br />Hearing was closed. <br /> <br />Counciln1embers discussed modifications to the start and end times for noise-generating <br />activities in residential areas and parks. Councilmember Santos suggested the addition of <br />whistle mufflers and motorized scooters to the list of items contained in Section 4-1- <br />1115( c). Additionally, Councilmembers suggested the following modifications to the <br />hours listed in the ordinance: <br /> <br />4-1-1115( c) - revised from 10 p.m. and 7 a.m. to 9 p.m. to 8 a.m. <br />4-1-1115( d) - time revised from one hour after sunrise to 9 a.m. <br />4-1-1120( d) - start tin1e revised from 7 a.n1. to 8 a.m. <br /> <br />. Ordinance No. 2003-005, an Ordinance repealing Section 4-1-510 of the San <br />Leandro Municipal Code and adding a new Article 11 to Chapter 4-1 to the San <br />Leandro Municipal Code relating to noise.
