JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per person. When you address the City Council, <br />you should fill out a speaker card and submit it to the City Clerk so the order of speakers <br />nlay be determined and an official record of names and addresses obtained. The public is <br />invited to make comments on items of public interest NOT listed on the Agenda. <br /> <br />Douglas Ludvik, 14735 Harold Avenue, addressed the City Council, requesting help in <br />getting an audit of a homeowner's association (HOA). Mr. Ludvik stated he has reported <br />fraud and embezzlement by the management of his former HOA to the Police Department but <br />has not been able to get assistance from either the Police or the District Attorney's Office in <br />pursuing the charges. <br /> <br />Joe Gianforte, 14747 Harold Avenue, addressed the City Council regarding suspicious <br />accounting practices by a local real estate company which managed the affairs of the HOA <br />discussed by the previous speaker. Mr. Gianforte stated missing funds and multiple violations <br />of the Davis-Sterling Act by the HOA Inanagement were reported to Kathy Pickard of the <br />Police Department. Mr. Gianforte asked if the residents of the Casa De Olivo HOA have any <br />recourse through the City. <br /> <br />Richmond Marshall, 15014 Wengate Street, addressed the City Council regarding the U.S. <br />Patriot Act, expressing concern that the Act impinges on the personal freedoms of citizens. <br />Mr. Marshall asked that the Council consider the subject for future discussion. <br /> <br />Bo Johansen, 2515 Walnut Drive, addressed the City Council regarding the paved <br />intersection of Aurora and Walnut Drives. Mr. Johansen expressed concern that the condition <br />of the intersection presents a danger to pedestrians and vehicles and noted a recent Daily <br />Review article reported the problem. <br /> <br />Harold Perez, Davis West Neighborhood Group, addressed the City Council regarding <br />Stericycle, a company on Doolittle Drive which he believes is creating traffic problems by <br />parking its vehicles on the other side of the street. Mr. Perez reported problems created by <br />one of his neighbors on Timothy Drive. <br /> <br />Kathy Banks, 964 Hutchings Drive, addressed the City Council, commenting on the noise <br />ordinance. Ms. Banks suggested there should be a universal law requiring when people <br />should refrain from making noise and that people should use common sense and courtesy. <br /> <br />Mike Rawlis, 964 Hutchings Drive, addressed the City Council regarding traffic problems, <br />particularly pulling in and out of gas stations on Davis Street or San Leandro Boulevard <br />
