<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 3, 2003 <br /> <br />Page 9 <br /> <br />Minute Order No. 2003-022~ Motion to authorize staff to proceed with the proposed <br />Neighborhood Clean Up program. <br /> <br />The City Council authorized staff to proceed with the proposed Neighborhood <br />Cleanup program. <br /> <br />M/S/C Badger and Santos. Ayes: 7; Noes: 0 <br /> <br />8C. Resolution approving the renewal of an agreement between the City of San Leandro and <br />California Highway Adoption Company for weekly litter cleanup of Highway 880 <br />southbound between Davis Street and Marina Boulevard, including the interchanges <br />(provides weekly litter abaten1ent on southbound Highway 880 between Davis Street and <br />Marina Boulevard including the on and off ramps. This service will be funded by a grant <br />from the California Department of Conservation [Bottle Bill]). Cost: $33,600. Funding: <br />California Department of Conservation. (2969/2970) <br /> <br />City Manager Jermanis reported staff has the opportunity to increase the scope of the <br />agreement due to an increase in grant funding. The amount of the agreement will be <br />increased to $58,600. Environmental Services Manager Mike Bakaldin described the <br />changes to the agreement, which would allow the cleanup of Highway 880 between the <br />Oakland border and the Highway 238 interchange in both northbound and southbound <br />directions, including the on-ramps and off-ramps. Mr. Bakaldin also noted staffhas been <br />meeting with CalTrans to discuss litter abatement issues and has articulated the City's <br />interests and concerns. <br /> <br />Resolution No. 2003-049~ a resolution approving the renewal of an agreement between <br />the City of San Leandro and California Highway Adoption Company for weekly litter <br />cleanup of Highway 880 between Oakland border and Highway 238 including the <br />cloverleafs. <br /> <br />M/S/C Badger and Glaze. Matter of proposal to install traffic diversion measures consisting of curbed traffic islands <br />at four streets that intersect with Durant Avenue: Stratford, Breed, Beverly and Warwick <br />Avenues (restricts vehicles on Durant Avenue from turning left or right onto these four <br />streets, and would only allow vehicles on these streets to turn right onto Durant Avenue). <br /> <br />Carol Squires, 543 Durant Avenue, addressed the City Council, expressing strong <br />opposition to the installation of traffic diversion measures on Durant Avenue. Ms. <br />Squires stated she and other affected residents were not notified of the first meeting held <br />by Signature Properties at which many of the recommendations were developed. She <br />asked that traffic impacts be assessed before diversion measures are considered. <br /> <br />Lucretia Ewell, 563 Durant Avenue, addressed the City Council in support of the <br />comments made by the previous speaker. Ms. Ewell indicated the Durant Avenue <br />residents feel left out of the process. She expressed opposition to the installation of traffic <br />diversion measures on Durant Avenue and asked that traffic studies be performed before <br />
