<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 17, 2003 <br /> <br />M/S/C Stephens and Badger. Ayes: 6; Noes: 0; Absent: 1 (Nardine) <br /> <br />The City Clerk administered the Oath of Office to the newly-appointed and re-appointed <br />Board and Commission members who were present at the meeting. <br /> <br />B. Mayor Young announced Ben Shapiro, son of Recreation and Parks Commissioner Ed <br />Shapiro, placed fourth in the State wrestling championships in the 152 lb. weight division <br />and has been invited to compete at the National level. Ben's accomplishment marks only <br />the second time in the State's 30-year State wrestling championships that a student from <br />San Leandro has placed in the top eight in the State. <br /> <br />C. Diana Souza of the San Leandro Chamber of Commerce gave a short presentation on the <br />State of Our Schools as part of the ongoing collaboration between the City, the San <br />Leandro Chamber of Commerce and the School Districts. The "Report Card" from the <br />Chamber of Commerce reported on the performance of the San Leandro Unified School <br />District. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of discussion of potential amendlnents to the Zoning Code relating to clubs and <br />lodges [mnends the Zoning Code to treat "Religious Assembly" in similar way as <br />"Clubs and Lodges" for Commercial Zoning Districts, in response to Religious Land <br />Use and Institutional Persons Act of 2000 (RLUIP A)]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ennanis introduced Community Development Director Hanson Horn. Mr. Horn gave an <br />overview of the item and introduced Planner Sally Barros, who gave a short PowerPoint <br />presentation on the proposed changes to the Zoning Code to confoID1 to RLUIP A <br />requirements. <br /> <br />The Hearing was then opened to the public. There being no members of the public <br />wishing to speak on the matter, and without opposition, the Public Hearing was closed. <br /> <br />. Ordinance No. 2003-006, an Ordinance amending provisions of the San Leandro <br />Zoning Code relating to clubs and lodges and nonconforming club, lodge and <br />religious assembly uses.
