<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~April 7l 2003 <br /> <br />Page 10 <br /> <br />8.1 Resolution No. 2003-102, Resolution Designating a Residential Parking Permit (RPP) <br />Area on McKinley Court (designates McKinley Court as a permit parking only street). <br />(1022 ) <br /> <br />Councilmember Badger stated his interest in no parking rather than restricted parking. <br />Vice Mayor Glaze noted the need to address the issue of allowing parking for contractors <br />working on homes, delivery trucks, etc. <br /> <br />Public Comments on Item 8.1.: <br /> <br />Ginny Frohmberg, 563 McKinley Court, addressed the City Council, thanking <br />Councilmember Badger for chan1pioning the parking permit issue for the McKinley Court <br />residents. Ms. Frolunberg stated the residents support the no parking option over one- <br />hour parking and requested that the assessment of the annual fee coincide with the <br />program's implementation date. <br /> <br />Nelson Gomes, 539 McKinley Court, addressed the City Council, suggesting a limit of <br />one or two permits per household and simple signage such as the permit parking signs in <br />the south parking lot of City Hall. <br /> <br />City Manager J ermanis acknowledged he had spoken with Councilmember Badger <br />regarding residents' concerns over staffs recommendation to allow one-hour non-permit <br />parking. Mr. J ermanis noted the recommendation was made in order to address the need <br />for short-term parking for delivery and other service vehicles but stated staff can work <br />with the permit parking-only requirement. <br /> <br />Discussion ensued regarding implementation of the fees. The Council expressed a <br />preference for having the pern1its issued in this fiscal year effective from the time of <br />issuance through June 30, 2004. <br /> <br />Resolution No. 2003-102, Resolution Designating a Residential Parking Permit (RPP) <br />Area on McKinley Court (designates McKinley Court as a permit parking only street). <br /> <br />M/S/C Badger and Glaze, revising the resolution to add the following conditions: 1) <br />Designating McKinley Court as a permit parking-only street, thereby eliminating all <br />non-permit parking; and 2) making permits issued in this fiscal year effective from <br />the time the permit is issued through June 30, 2004.
