<br />MINUTES <br /> <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting and <br />San Leandro Public Financing Authority Special Meeting-April 21, 2003 <br /> <br />Page 3 <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis introduced Planning Manager Debbie Pollart, who gave background on the <br />item. Ms. Pollart introduced Planner Sally Barros, who gave a PowerPoint presentation <br />describing the proposed project. <br /> <br />Richard Juarez, RBJ Ventures (Applicant), addressed the City Council, requesting <br />the Council's approval of the project and giving a PowerPoint presentation providing <br />additional detail on the proposal before the Council. <br /> <br />Councilmember Grant commented favorably on the development but expressed <br />concerns regarding access to the street from Hesperian Boulevard and the availability of <br />parking on the narrow street. She asked if there has been consideration for closing the <br />street at Hesperian and opening access at Castle Street. Mr. Juarez replied that RBJ <br />Ventures has met with the neighbors, and none of the neighbors were interested in <br />opening the street at Castle to through traffic. Mr. Juarez noted it is possible to create <br />additional parking in the development to supplement the available street parking. <br /> <br />Councilmember N ardine expressed concerns regarding parking, particularly the <br />potential for illegal parking in the emergency turnaround area. Mr. Juarez indicated the <br />emergency turnaround area would be clearly marked with No Parking signs and red <br />curbs and enforced by the homeowners association. Mr. Juarez noted the developer has <br />reviewed the City's Municipal Code and believes the parking requirements have been <br />met. <br /> <br />Councilmembers asked several clarifying questions regarding the park, traffic and the <br />farmhouse. <br /> <br />Janice Muzzy, 1021 Castle Street, addressed the City Council, stating her family took <br />into consideration the neighbors' concerns and desires in the decision to sell the <br />property to RBJ Ventures. Ms. Muzzy submitted to the City Clerk a petition from <br />neighbors on Castle, Dillo and Ark Streets, opposing vehicular and pedestrian traffic <br />access from Castle Street to the proposed development on Hesperian. She stated she <br />believes the project will enhance the surrounding residential area and urged the Council <br />to approve the project in its current form. <br /> <br />Councilmember Santos asked why the home was no longer occupied. Ms. Muzzy <br />stated her elderly aunt lived alone in the home until health issues prevented her from <br />doing so safely. Although the house is being maintained by the family, the heating, <br />electrical and plumbing are all substandard. <br /> <br />The Hearing was then opened to the public. <br /> <br />Brent Beavers, 344 Lille Avenue, addressed the City Council, commending the <br />Council for looking into ways to preserve the farmhouse. <br />
