<br />MINUTES <br /> <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting and <br />San Leandro Public Financing Authority Special Meeting-April 21, 2003 <br /> <br />Page 4 <br /> <br />Corina Lopez, 199 Cherrywood Avenue, addressed the City Council, stressing the <br />importance of preserving the farmhouse for its historical value and expressing hope that <br />the house will be moved to another location. <br /> <br />Richard Jensen, 20 Hesketh, Menlo Park, addressed the City Council, expressing <br />concerns regarding traffic diverted onto Grace and Dillo, which are very narrow streets <br />and would be severely impacted. <br /> <br />Linda Perry, President, Halcyon-Foothill Neighborhood Association, addressed the <br />City Council, describing the process the Association has undergone in working with the <br />developer. Ms. Perry stated about 70 neighbors attended an initial meeting with the <br />developer last June, and two major issues emerged: 1) vehicle access and pedestrian <br />access, particularly by transients, and 2) the impact of the two-story buildings on <br />existing single-story homes. Ms. Perry noted the developer has been responsive to the <br />neighbors and has modified the project plans to address neighborhood concerns. <br /> <br />Rick Kislingbury, Vice-President, Halcyon-Foothill Neighborhood Association, <br />addressed the City Council, stating he was asked by several of the neighbors to voice <br />their opposition to any vehicle or pedestrian through traffic from the new project. Mr. <br />Kislingbury provided a list of the names and addresses of the residents to the City Clerk. <br />He also stated he believes it is unfair for the residents in the cul-de-sac to have the street <br />converted to a through street. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Glaze expressed concern regarding access in and out of the development <br />from Hesperian, preferring instead to see the street opened up at the court. He also <br />stated the need to preserve the farmhouse and make its preservation a condition of the <br />development. <br /> <br />Councilmember Santos indicated he would rather see ingress and egress from Hesperian <br />than from Castle, agreeing with Mr. Kislingbury regarding the expectations of the <br />residents who bought homes on the cul-de-sac and noting safety concerns for the <br />children who live there. Councilmember Santos inquired whether there has been any <br />groundwater testing at the site due to the prior use of the land as a farm and concurred <br />with the Vice Mayor regarding the preservation of the farmhouse. <br /> <br />Councilmember Stephens agreed that the plan for the preservation of the house needs to <br />be a part of the project. <br /> <br />Mayor Young commented that the neighbors will not support the project if the access is <br />moved to Castle. Mayor Young stated she believes the house should be preserved if it <br />is deemed to be worth preserving. <br />
