PUBLIC HEARINGS <br /> <br />Public Hearing Comments arc limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be detennined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2002-00093; Rezone from CC Community Commercial to CC-Planned <br />Developrnent Overlay district (PD) and RM-3000 Po; Planned Development Overlay <br />district; Planned Development and an Initial Study and Mitigated Negative Declaration <br />for a proposed mixed-use project located at 1057 MacArthur Boulevard (fonner <br />Evergreen Nursery site). The proposal would include approximately 4,780 square feet of <br />pedestrian retail frontage, 4,128 square feet of office use above the retail, and nine <br />single~family residences to the rear of the retail/office uses (includes one affordable <br />housing unit); CC Commercial Conmlllnity District; Assessor's Parcel Number 76-350- <br />9; Hennigan Construction, Inc. (applicant and property owner). <br /> <br />This being the tilne and place for the Public Hearing on the above matter, Assistant City <br />Manager Ed Schilling introduced Planning Manager Debbie Pollart. Ms. Pollart gave a <br />PowerPoint presentation describing the proposed project. <br /> <br />Dave Hennigan, Hennigan Construction, Inc. (Applicant), addressed the City <br />Council, giving additional detail and description of the project and describing his <br />outreach el10rts to the neighborhood. Mr. Helmigan also mentioned use of a contractor <br />to handle the reuse/recycling of materials created during the deconstruction orthe site. <br /> <br />The Hearing was then opened to the public. <br /> <br />Gary Molitor, 841 St. Mary Ave., addressed the City Council in support of the project <br />and the developer. <br /> <br />There being no further comments from the public, and without objection, the Public <br />I learing was closed. <br /> <br />Councilmember Badger stated the developer has done everything possible to insure the <br />residents have been informed about the details of the proposed project and has <br />cooperated with all involved parties. Council member Badger commented he has <br />received calls l1-orn several neighbOling residents who were very supportive of the <br />project. He stated he would like to see the project approved. <br /> <br />Councihnernber Stephens stated when he served as president of the Estudillo <br />Homeowners Association, Mr. Hennigan introduced the project to them. <br />Councilrnember Stephens noted Mr. Hennigan was velY forthright and sincere in his <br />approach toward building the kind of project the community would appreciate. He <br />expressed support ofthe project. <br />
