I\HNUTES Page 11
City of San Leandro City Council, San Leandro Redevelopment Agency and San Leandro Public Financing Authority
Joint Meeting-I\1ay 19,2003

related to Bayside Business Center.) Cost: $10,000. Funding: Charged to Account No.
010-42-001-5120 and Reimbursed by Developer. (2963)

Councilmember Santos expressed concerns regarding water runoff and drainage at the
site and potential flooding of adjacent properties. Engineering and Transportation
Director Uche Udemezue stated as part of the conditions of approval of the Bayside
project there was to be no hydraulic impacts on the adjoining properties. Mr. Udemezue
noted the services provided by the consultant will help the City identify the hydrology
issues and potential mitigation n1easures. Councilmember Santos asked that the
Engineer's report be forwarded to the City Council for their information. Mr.
Udemezue responded the Engineer's report will be provided to the Council, and the
plans can also be made available to the Council.

l\1/S/C Santos and Badger. Ayes: 7; Noes: 0

8.L. Resolution No. 2003-124, Resolution of Award of Contract to St. Francis Electric, for
the Fiber Installation Nextlink, Manor BoulevardlFarnsworth Street, Project No. 120-
38-206 (recommends award to the low bidder for bid amount of $252,386.47. Bids
opened May 13, 2003). Funding: DFSI Funds approved as part of the 2001-02 CIP
budget. (2988)

Vice Mayor Glaze inquired where the approximately three miles of fiber optic cable will
be laid. He recalled the Council had requested that, as the fiber optic cable was being
laid, key locations such as schools and libraries along the route would be connected to
it. Vice Mayor Glaze asked for what other purposes the fiber optic cable will be utilized
besides traffic flow. Mr. Udemezue stated as part of the fiber optic master plan,
connection boxes will be provided to allow schools to connect to the system as funds
become available, and the uses will extend beyond traffic flow. Mr. Udemezue noted
the City is creating the infrastructure, but the school district needs to develop a plan to
utilize it. Vice Mayor Glaze commented that it appears the school district has a plan for
connecting with the library. Mr. Udemezue indicated staff will contact the school
district to determine what needs to be done to connect them.

Library Services Director Dave Bohne described the wireless connections which will be
available on 20 cOlnputers at the Manor Branch Library. Mr. Bohne noted Arroyo High
School is connected to the City's system, but there is currently no plan to connect the
elen1entary schools. Vice Mayor Glaze indicated there would be a benefit to
connecting all the schools via fiber optic cable, but there is a cost associated with it. Mr.
J ermanis suggested the cost for providing the connections could be determined and
discussed with the School Liaison Committees. Councilmember Badger agreed the
issue should be taken to the School Liaison Committees, and the City should take
advantage of the opportunity to provide a connection box to schools and other key
locations if it is reasonable to do so.

WS/C Glaze and Badger.
