<br />l\lINUTES Page 4 <br />City of San Leandro City Council, San Leandro Redevelopment Agency and San Leandro Public Financing Authority <br />Joint Meeting-l\1ay 19, 2003 <br /> <br />There being no further comments from the public, and without opposition, the Public <br />Hearing was closed. <br /> <br />Mayor Young stated she feels a pedestrian access gate from Castle would be <br />inappropriate and Inay tempt people to cross Hesperian where it is unsafe to do so. <br /> <br />Councilmember Nardine requested clarification of the condition to recommend owner <br />participation should an application be made to include the house on the historic list. <br />She asked who is responsible for applying for the historic list, what the application <br />process involves, and why owner participation is recommended. Community <br />Development Director Hanson Honl reported the Historic Resources Inventory Study <br />is currently underway, and the process for designating structures for inclusion on a <br />historic list is being developed in coordination with consultants and the Library- <br />Historical Comnlission. Under the condition mentioned earlier by Ms. Pollart, if the <br />City is interested in designating the house as a historic structure, the property owner <br />would be asked to allow the house to be included on the historic list and subject to the <br />program requirenlents. <br /> <br />Vice Mayor Glaze expressed his appreciation to the developer and property owners <br />for their responsiveness to the concerns of the Council and neighborhood. He also <br />thanked Councilmember Grant for her discussions with residents regarding the Castle <br />Street access. Vice Mayor Glaze asked for clarification regarding the preservation of <br />the house. Mr. Horn stated the conditions of the project require the preservation of <br />the exterior of the home. Additionally, in the future, the City will designate a number <br />of structures as landmarks. If the house is added to an official historic list, the <br />property owner will be asked to comply with any additional requirements resulting <br />from its historic designation. <br /> <br />Councilmelnber Santos remarked that documents provided to the Council regarding <br />the farmhouse indicate its local historic significance both as an orchard and farming <br />property and as a Portuguese landholding. <br /> <br />The Council discussed the pros and cons of requiring that the house remain as part of <br />the development and Mayor Young's concern regarding the pedestrian access gate. <br /> <br />Minute Order No. 2003-35, Motion Certifying a Mitigated Negative Declaration <br />for PLN2002-00090 as Complete and in Compliance with CEQA; to construct a <br />l6-unit single-family home subdivision at 15041 Hesperian Boulevard, on <br />approximately 1.48 acres (South of the terminus of Castle Street); Assessor's <br />Parcel Numbers 77D-1480-10-0 and 11-0. (1009/1099) <br /> <br />Council certified a Mitigated Negative Declaration for PLN2002-00090 as <br />Complete and in Compliance with CEQA; to construct a 16-unit single- <br />family home subdivision at 15041 Hesperian Boulevard, on approximately <br />
