<br />Mfflurns P~3 <br />City of San Leandro City Council, San Leandro Redevelopment Agency and San Leandro Public Financing Authority <br />J oint Meeting-May 19~ 2003 <br /> <br />RM-3000 (PD) Residential Multi-Family Planned Development Overlay District; <br />Planned Development~ Vesting Tentative Map to construct a 16-unit single-family home <br />subdivision at 15041 Hesperian Boulevard~ on approximately 1.48 acres (South of the <br />terminus of Castle Street); and an Initial Study/Mitigated Negative Declaration; <br />Assessor's Parcel Numbers 77D-1480-10-0 and 11-0; RBI Ventures, LLC (Applicant) <br />and J. Muzzy, L. Muzzy, R. Jensen, et al (Property Owners); RM (PD) Residential <br />Multi-Family Planned Development Overlay District and RS Residential Single-Family <br />District. Two site plan options will be considered by City Council: 1) Previous <br />proposal, with access from Hesperian Boulevard, and 2) Alternate option, with access <br />fron1 Castle Street. Both options include preservation of existing house. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis introduced Planning Manager Debbie Pollart, who gave an overview of the <br />item and summarized the options for Council's consideration. <br /> <br />Councilmember Grant informed the Council that based on her discussions with the <br />neighbors of the proposed project and their feedback to her regarding the available <br />options, she is no longer committed to opening Castle Street to through traffic. <br /> <br />Richard Juarez, RBJ Ventures LLC (Applicant)~ addressed the City Council, <br />describing the changes made to the proposed project plan since the project was last <br />presented to the Council. Mr. Juarez stated he believes these changes are responsive to <br />the concerns expressed by the Council and neighbors at the last public hearing with <br />regard to parking, alternate access from Castle Street and preservation of the existing <br />hon1e on the property. He requested Council's approval of the proposed project and <br />expressed a preference for the approval of Alternate A. <br /> <br />The Hearing was then opened to the public. <br /> <br />Linda Perry, Halcyon-Foothill Neighborhood Association, addressed the City <br />Council, urging the Council's consideration of access to the project from Hesperian <br />rather than from Castle. <br /> <br />Rick Kislingbury, Halcyon-Foothill Neighborhood Association, addressed the City <br />Council, requesting that the project not be accessed by way of Grace Street as the street <br />has a narrow S-curve and can be difficult for vehicles to maneuver. <br /> <br />Brent Beavers, 344 Lille Avenue, addressed the City Council, thanking them for <br />coming up with an alternative for the historic building. <br /> <br />Janice Muzzy, 1021 Castle Street, addressed the City Council, stating she is one of the <br />owners of the subject property. Ms. Muzzy noted that several years ago the City had <br />considered the house for inclusion as a historic home. After review, the house was not <br />chosen. Based on this decision by the City, the home has not been n1aintained and is <br />now termite-infested and in poor condition. Ms. Muzzy stated her family has taken <br />elements from the house to incorporate into their own homes. <br />
