PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. Chandler, Attorney, on Behalf of <br />Steve Escobedo/Stericycle (Applicant)~ Fiore Marcheschi (Property Owner) of the <br />Board of Zoning Adiustments' Failure to Act on the Conditional Use Permit PLN2002- <br />00123; Appeal by Applicant of the Failure to Act by the Board of Zoning Adjustments <br />on the Conditional Use Permit to Operate a Medical Waste Transfer Station for Storage <br />and Parking of Vehicles Loaded with Medical Waste Containers Only, at 1366 <br />Doolittle Drive, Where Industrial Transfer/Storage/Treatment Facilities for Hazardous <br />Waste are a Conditionally Permitted Use in the IG District; Assessor's Parcel NU111ber <br />79A-392-1-7; Steve Escobedo/Stericycle (Applicant); Fiore Marcheschi (Property <br />Owner); IG - Industrial General; Assessor's Parcel Number 79A-392-1-7. This Failure <br />to Act is Deemed Disapproval of the Application Pursuant to San Leandro Municipal <br />Code Section 1-3-410. (Continued from June 2,2003. Public Hearing was closed.) <br /> <br />City Manager J ermanis gave an overview of the item and introduced Planning Manager <br />Debbie Pollart, who outlined the options for consideration. Principal Engineer Keith <br />Cooke discussed three options: 1) limiting the hours when loaded trucks could cross <br />Doolittle Drive; 2) installation of a flashing light system; and 3) modification of the <br />truck route. Mr. Cooke discussed the various factors staff considered in formulating the <br />recommendation. <br /> <br />Councilmember Santos noted few Stericycle trucks would be subject to the restrictions. <br />Councilmember Grant asked how the recommendation differed from the <br />recommendation presented at the last meeting. Mayor Young noted one of the changes <br />to the Conditions of Approval was to specify the hours the trucks were restricted from <br />crossing directly over Doolittle Drive. Vice Mayor Glaze requested clarification <br />regarding the maneuver the trucks make when crossing over Doolittle. Community <br />Development Director Hanson Horn stated that loaded trucks travel straight across <br />Doolittle fronl 1366 to the driveway at 1345, while empty trucks make a left tunl onto <br />Doolittle from another driveway at 1345, then a right turn into 1366. Councilmember <br />Santos reported while driving through the area several times during the week and on the <br />weekend, he observed many trucks from other businesses making similar maneuvers on <br />Doolittle and from his observations concluded this type of traffic is not unique to <br />Stericycle. <br /> <br />Vice Mayor Glaze expressed concern that additional information which should have <br />been brought up during the public hearing was introduced after the hearing was closed. <br />Councilmember Stephens asked if the crossing by trucks over Doolittle Drive violates <br />any vehicle code. Ms. Pollart responded staff is not aware that this maneuver violates <br />
