Councilmember Grant pointed out that while the maneuver is legal it creates a <br />concern due to the contents of the loaded trucks. Councilmember Nardine echoed the <br />concern regarding additional information presented after the close of the hearing. She <br />also expressed concern that there seems to be uncertainty as to some of the facts <br />presented. <br /> <br />City Manager Jermanis noted it is important to recognize that all the various facts and <br />figures which have been presented during the course of the hearing have created some <br />confusion for the Council. Mr. Cooke confirmed that the street is divided by a single <br />double-yellow line, and it is legal to cross from one side of the right-of-way to the other. <br /> <br />· Minute Order No. 2003-041, Motion Approving the Appeal By Stephen G. <br />Chandler, Attorney, on Behalf of Steve Escobedo/Stericycle (Applicant); Fiore <br />Marcheschi (Property Owner), Overturning the Deemed Disapproval Of PLN <br />2002-000123 Conditional Use Permit to Operate a Medical Waste Transfer Station <br />for Storage And Parking of Vehicles Loaded with Medical Waste Containers <br />Only at 1366 Doolittle Drive, Where Industrial Transfer/Storage/Treatment <br />Facilities for Hazardous Waste are a Conditionally Permitted Use in the IG District; <br />Assessor's Parcel Number 79A-392-1-7, Subject to the Findings and Conditions of <br />Approval. (1098/2761) <br /> <br />M/S/C Santos and Badger. Ayes: 6; Noes: 1 (Vice Mayor Glaze) <br /> <br />4. PUBLIC HEARINGS-ALL AGENCIES <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Adopting the City Manager's Proposed Budget, 2003-04 Fiscal Year <br />(including the San Leandro Redevelopment Agency, San Leandro Economic <br />Development Agency, San Leandro Housing Finance Corporation, San Leandro <br />Parking Authority and San Leandro Public Financing Authority) (adopts City <br />Manager's Proposed 2003-2004 budget, including revenue, appropriations and <br />reserve transfers). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave a short PowerPoint presentation providing an overview of the 2003-2004 <br />proposed budget. City Manager Jermanis acknowledged the work of the City Council <br />Finance Committee in reviewing the budget and reporting out to the full Council. <br /> <br />Councilmember Santos commented on the Video Arroyo Program, asking if local <br />businesses could air their in-house educational programming on Channel 15. City <br />Manager Jermanis noted staffwill explore the expanded use of Channel 15 in the <br />upcoming year and bring ideas to the Council. <br />
