<br />~lINUTES Page 6 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Housing Finance <br />Corporation, San Leandro Parking Authority, San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting-June 16, 2003 <br /> <br />hear from local businesses about the impacts of rising workers comp costs so the Chamber <br />can pass the information on to State legislators. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis stated he will refer Mr. Rawlis' comments regarding the Cherry <br />Festival to the Recreation and Human Services Department. In response to Mr. Perez' <br />comments, the neighborhood problems he reported will be referred to the Police Department, <br />and staff will look into the issue of the underpass being used for vehicle storage. <br /> <br />City Manager J ermanis noted the Council is aware of the issue of motorized scooters raised <br />by Mr. Smith, and he will discuss the matter with the City Attorney and Police Chief. Vice <br />Mayor Glaze asked for clarification regarding the legal requirements for operating a <br />motorized scooter. Police Chief Kitchen confirmed that a person must be 16 years old and <br />wear a helmet in order to operate a motorized scooter. Chief Kitchen described other laws <br />pertaining to the operation of motorized scooters and some of the recent enforcement <br />measures the Police Department has taken. Councilmember Santos expressed interest in <br />addressing the issue on a future agenda and possibly pursuing some local restrictions as other <br />cities have done. <br /> <br />By the consensus of the Council, a discussion regarding the issue of motorized scooters <br />will be placed on the July 7, 2003 City Council agenda. <br /> <br />With regard to Mr. Norry's comment, City Manager Jermanis stated staff will return to <br />Council after 90 days to report on the traffic impacts on Doolittle as a result of the approval of <br />Stericycle's use permit. He noted the Stericycle vehicles parked at the Bluewater site are not <br />used for transporting medical waste. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Council Members or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request, by filing a speaker card, the opportunity <br />to address the City Council regarding items remaining on the Consent Calendar. Items <br />remaining on the Consent Calendar will be considered for approval under one motion. <br /> <br />Consent Calendar was amended to remove Items 8.1. and 8.K. Item will be considered under <br />Item 9. Items Removed from Consent Calendar. <br /> <br />8. CONSENT CALENDAR <br /> <br />Consent Calendar items are considered for approval by the City Council with one single <br />action. As described above in #7, Amendment of Consent Calendar, the City Council may <br />remove items from the Consent Calendar for purposes of presentation or discussion. <br />Members of the public who have requested to address the Council regarding items remaining <br />
