<br />J\lINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 7, 2003 <br /> <br />Page 9 <br /> <br />Councilmember Grant pointed out the staff report mentions there IS only enough <br />program funding for one project. <br /> <br />City Manager Jermanis asked Engineering and Transportation Director Uche Udemezue <br />to provide Council with an overview of the program. Mr. Udemezue outlined the need <br />for the Traffic Calming Program, noting it will provide staff with additional tools to <br />address traffic issues and allow the City to apply for certain grants. <br /> <br />Mr. Udemezue introduced Transportation Operations Engineer Anna Vickroy, who <br />gave a PowerPoint presentation describing the proposed Neighborhood Traffic Calming <br />Program and its purpose and benefits to the City. <br /> <br />Councilmember Badger inquired about the basic speed limit. He noted that in the past <br />speed humps were installed by street, rather than by neighborhood. Ms. Vickroy stated <br />the Traffic Calming Program will attempt to set the neighborhood boundaries narrowly <br />enough to include only those homes that face the affected roadway. Mr. Udemezue also <br />acknowledged there could be unintended effects on secondary roadways, which the <br />program will assess and address. Mr. Udemezue addressed the difference between the <br />posted speed limit and what can be enforced. <br /> <br />Councilmember Grant acknowledged the need for the program, while expressing <br />concern that the City nlay be raising false expectations with residents. Councilmember <br />Grant also noted that prioritizing projects based on objective criteria may result in <br />inequity among districts. Mayor Young suggested referring the matter to an appropriate <br />Council conlillittee. <br /> <br />Councilmenlber Nardine pointed to Floresta Boulevard as a recent example of a change <br />to the speed limit on a street. She expressed confusion because in the case of Floresta, <br />the speed limit was increased and at the same time traffic cahning was discussed as an <br />option. Councilmember N ardine agreed with Mayor Young that the matter should be <br />referred to a Council committee for further discussion. <br /> <br />Mr. J ermanis stated there have been instances where the posted speed limit needed to be <br />changed to aid enforcement. He noted the process outlined by staff for prioritizing <br />projects is more systematic than in the past, and Council can choose to redirect CIP <br />funds to enhance the program. Mr. Jermanis urged the Council to approve the Program <br />plan to allow the City to apply for grant funding. Mayor Young stated the Facilities <br />Committee should examine ways to address issues in each district or neighborhood. <br /> <br />A motion was made to adopt the Resolution Adding Title 12, Chapter 15 to the <br />San Leandro Administrative Code, Establishing Guidelines for a Neighborhood <br />Traffic Calming Program, removing reference to implementing traffic calming <br />measure "in one small neighborhood" and refer the matter of the Traffic Calming <br />Program to the Facilities Committee to review the process for project <br />prioritization and funding. <br />
