Mayor Young congratulated Councilmember Grant and <br />acknowledged her contributions to the commission. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Business Development Committee Meeting of June 25, 2003. Accepted as <br />submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos reported on sessions he attended at the League of California Cities <br />Conference in Monterey. He mentioned an interesting session he attended on City and School <br />District collaborations hosted by the City of La Calida Flintridge and suggested staff may <br />want to check into the interesting joint agreements entered into by that city and school district. <br />He also attended sessions on redevelopment and pointed out the need for the City to pay close <br />attention to the actions the State proposes to take to address its budgetary situation which will <br />adversely affect local governments. <br /> <br />Vice Mayor Glaze added to the concerns of Councilmember Santos, pointing out that a shift <br />in property taxes to the cities to make up for the loss of sales tax taken by the State will result <br />in an equivalent loss of ERAF funding to schools. <br /> <br />Councilmember Nardine reported that at the last City and San Leandro School District <br />Liaison Committee meeting, the School District was asked to provide copies of their strategic <br />plan and FY 2003-04 budget to the Council in preparation for the upcoming joint City <br />Council and School Board work session on July 28. <br /> <br />Mayor Young stated she was contacted by Shiyama Rickford at SBC regarding Council's <br />consideration of a resolution relating to local investment in the telecommunications industry <br />and requested the matter be referred to the Rules and Communications Committee for review. <br />There was consensus of the Council to do so. <br /> <br />Mayor Young noted over the past year there have been many comments concerning speeding <br />in neighborhoods and around schools. She recently became aware that as a charter city, San <br />Leandro could adopt a resolution doubling fines for speeding in school zones. Mayor Young <br />requested Council give permission to staff to research the issue and return to Council after the <br />recess with options. There was consensus of the Council to do so. <br /> <br />Mayor Young also noted the problem of vehicles running red lights and asked if Council had <br />an interest in having staff look into posting the fine for running a red light on signs at major <br />intersections. There was consensus of the Council to do so. <br /> <br />Mayor Young stated she has received requests from residents on Eveleth Avenue requesting <br />consideration of their street for permit parking and suggested the Council consider waiving <br />
