<br />I\fINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 21, 2003 <br /> <br />Page 14 <br /> <br />out the City could consider an ordinance requiring the posting of the regulations and <br />incorporating a fine for underage operators. <br /> <br />Mayor Young asked if the noise generated by motorized scooters exceeds the decibel <br />level allowed by the City's noise ordinance and whether the regulations governing <br />nlotorized scooters could be disseminated via the schools or the San Leandro Times. <br />Chief Kitchen noted scooters with a modified exhaust can be cited under the Vehicle <br />Code and suggested the information on motorized scooters could be reduced to card size <br />to nlake it easier and less expensive to distribute. <br /> <br />Larry Smith, 958 Ar2uello Drive, addressed the City Council, expressing appreciation <br />to the Police Department for the additional enforcement measures and its positive effect <br />on the scooter problem on his street. Mr. Smith suggested motorized scooter operators <br />be required to carry picture identification showing proof of age and address, scooters be <br />registered with the City, and a regulation and fine be implemented for a "gross polluter," <br />a scooter that generates increased noise and/or air pollution due to a modified muffler. <br /> <br />Darlene Evans, 359 Bristol Boulevard, addressed the City Council, relating problems <br />with nlotorized scooters in her neighborhood. <br /> <br />City Manager Jermanis stated the comments and concerns by the Council have been <br />noted and the City Attorney and Police Chief will draft an ordinance for the Council's <br />consi derati on. <br /> <br />On behalf of the City Council, Mayor Young thanked Larry Smith for bringing the issue <br />to the Council's attention. <br /> <br />No action taken. <br /> <br />C. Report on Closed Session actions taken. <br /> <br />The City Attonley reported the Council met in closed session and authorized the City <br />Manager to enter into an Addendum to a Settlement Agreement with the Port of <br />Oakland regarding the implementation of the Airport Development Program. The <br />addendum provides for clarification of certain settlement terms and provides benefits <br />and mitigations equivalent to those received by the City of Alameda in its settlement <br />with the Port. It also provides for the early release of funds to be used for the <br />implementation of the City's Residential Airport Noise Insulation Program. This action <br />was authorized by a majority of the Council, with three members opposed. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br />
