Matter of Appointments and Re-appointments of Board and Commission Members <br /> <br />. Resolution No. 2003-156, Resolution Appointing Member to the Recreation and <br />Parks Commission-Dean Koenig (Representing San Leandro Unified School <br />District). (1020) <br /> <br />. Resolution No. 2003-157, Resolution Re-Appointing Member to the Human <br />Services Commission-Henry L. "Hank" Roberts (District 5). (2024) <br /> <br />M/S/C Stephens and Badger. Ayes: 7; Noes: 0 <br /> <br />The City Clerk administered the Oath of Office to commissioners Hank Roberts and <br />Dean Koenig. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Imposing Liens for Non-Payment of Delinquent City Service Charges (Sewer <br />Service, Business License Fees, and Garbage Service Charges) (authorizes the City to <br />forward tax liens to Alameda County for assessment on the 2003-2004 tax rolls for <br />unpaid, delinquent charges). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item and introduced Finance Director Mike White. <br />Mr. White announced the cashier's window is open for anyone wishing to pay their <br />delinquent sewer service charges, business license fees or garbage service charges this <br />evening. Mr. White reviewed the various charges and stated that, with the City <br />Council's approval, liens will be placed on the tax rolls for the listed properties. <br /> <br />The Hearing was then opened to the public. <br /> <br />John Buonanno, 13738 Schooner Road, addressed the City Council, stating his non- <br />payment of garbage service charges is in protest of the poor service he has received and <br />non-responsiveness of the company to his complaints. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Glaze inquired about Will's Family Favorites. Mr. White noted the City is <br />in discussions with the property owner regarding settlement of the charges. City <br />
