PUBLIC COMMENTS <br /> <br />COlnments are limited to 3 minutes per person. The public is invited to <br />make comments on items of public interest NOT listed on the Agenda. <br /> <br />Jeanne France, 13530 Aurora Drive, addressed the City Council, expressing concern <br />regarding nuisance issues at 2493 West Avenue 136th. Ms. France circulated photos of the <br />property and described trash, vector, pet and other problems occurring on the site. Ms. France <br />stated PG&E has shut off power to the property. <br /> <br />John Manuel, 13122 Neptune Drive, addressed the City Council, commenting on the <br />selection of the airport noise insulation consultant. Mr. Manuel expressed the following <br />concen1S: 1) the community should have had more representation in the process; 2) the <br />selection of C. Kell-Smith as consultant presents a possible conflict of interest as they have <br />performed work for the Port of Oakland in the past; and 3) the Port of Oakland should not <br />have participated in the consultant selection. <br /> <br />Francois Gallo, NAACSL, addressed the City Council, supporting the comments made by <br />the previous speaker and elaborating on the reasons Brown-Buntin, the acoustical consultant <br />
