Kell-Smith, may have a potential conflict of interest since they also perform work for <br />the Port of Oakland. <br /> <br />Larry Norry, 2532 Williams Street, addressed the City Council, expressing concern <br />regarding the airport noise insulation consultant selection and on items listed on the Consent <br />Calendar. <br /> <br />Wafaa Aborashed, Davis West Neighborhood Group, addressed the City Council <br />regarding the selection of the airport noise insulation consultant and the Port of Oakland's <br />participation in the process. Ms. Aborashed spoke to the need for a noise mitigation program. <br /> <br />Harold Perez, Davis West Neighborhood Group, addressed the City Council, regarding <br />concerns with airport noise and the airport noise insulation consultant. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis stated the house at 2493 West Avenue 136tl1 will reportedly be sold <br />through foreclosure. Staff will work with the Alameda County Health Department to address <br />the living conditions at the property, and the tenant responsible for the property has offered to <br />participate in mediation services with neighbors to attempt to resolve the issues. <br /> <br />Mr. J ermanis pointed out erroneous information regarding the airport noise insulation <br />consultant, noting the City Council has not yet approved an agreement with any consultant to <br />implement the airport noise insulation program. Mr. Jermanis noted staff are aware of the <br />residents' concerns, and those concerns will be discussed as staff proceed in negotiations with <br />C. Kell-Smith. Mr. J ermanis noted the consultant will not be involved in reviewing noise <br />contours but instead will review acoustical levels to ensure the City achieves the desired noise <br />reduction. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Council Members or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Melnbers of the Public may request, by filing a speaker card, the opportunity <br />to address the City Council regarding items remaining on the Consent Calendar. Items <br />remaining on the Consent Calendar will be considered for approval under one motion. <br /> <br />Councilmelnber Nardine requested clarification on Item 8.J., expressing privacy concerns <br />with regard to the traffic monitoring cameras. City Manager J ermanis gave assurance the <br />cameras would not intrude on residents' privacy. <br /> <br />Councilmember Grant requested clarification on Item 8.E., inquiring about what would <br />happen to the Links Shuttle if the Business Improvement District (BID) was not formed. Mr. <br />J ermanis stated staff have concluded that the ongoing funding for the shuttle would be <br />
