<br />,. <br /> <br />MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 2, 2003 <br /> <br />Councilmember Nardine commented on problems with tall weeds and garbage on the freeway <br />on- and off-ramps within the City and asked staff to contact CalTrans to report the problems. <br />She also mentioned the westbound Davis Street exit traffic queueing is very bad and hoped <br />CalTrans would look into it. Councilmember Nardine stated she noticed freeway signage <br />announcing auto districts in Oakland and Fairfield. She heard that San Leandro could have <br />similar signage by adopting a resolution and would like to pursue it in order to promote San <br />Leandro's auto row. <br /> <br />Vice Mayor Glaze thanked Mayor Young for sending him to a recent Chinese cooking <br />competition. He reported that he made cashew chicken and no one got sick. Vice Mayor <br />Glaze noted there is also a serious weed problem at the abandoned railroad right-of-ways and <br />suggested converting them to trails. Vice Mayor Glaze commented that San Leandro has <br />been at the forefront of the prevailing wage issue for years and hoped the City would take the <br />lead in retaining prevailing wage. He noted the continuing problem of cars parking the wrong <br />way and on the sidewalks and suggested providing flyers to the Council which could be <br />placed on the offending vehicle. Vice Mayor Glaze noted that on Fargo across from <br />Washington Manor a car cannot pass a parked car on the same side of the street without <br />crossing the centerline and asked if City staff could look into it. He also asked staff to look <br />into a potential loophole in the local law regarding the use of plastic drainpipe. Vice Mayor <br />Glaze commented on the passing of Madge Basuino, noting her work at the Fargo Senior <br />Center, as a member of the Library-Historical Commission and her advocacy for the citizens <br />of the community. <br /> <br />Councilmember Stephens requested that the Finance Committee review the recently adopted <br />State budget and particularly the "Triple Flip" and its consequences on the City's revenues. <br />He concurred with his Council colleagues regarding the weeds on Davis Street and added <br />there is a need for road repair on Davis Street from East 14th Street to San Leandro Boulevard. <br />Councilmember Stephens commented that residents in his district would like to see East 14th <br />Street returned to four lanes. He complimented Vice Mayor Glaze on being the "Winning <br />W okman." <br /> <br />Councilmember Santos added to the Vice Mayor's comments regarding prevailing wage and <br />expressed support for adopting a resolution at the next meeting reaffirming the Council's <br />support for prevailing wage. Councilmember Santos complimented Code Enforcement <br />Officer Bill Baptista and Community Relations Representative Kathy Ornelas for getting the <br />tracks along Menlo cleaned up. He reported receiving a number of phone calls from <br />appreciative citizens and suggested sending a letter to Union Pacific thanking them for their <br />cleanup efforts. Councilmember Santos commented on a parking problem at Pacific and <br />Davis due to apartment owners not allowing their tenants to park all their vehicles on-site. He <br />asked the City Attorney if there is a way to force apartment owners who have available <br />parking in the complex to allow their tenants to park on-site. He also noted that the comer of <br />Pacific and Davis is being used by people to sell cars and expressed interest in seeing action <br />taken to alleviate the problem. Councilmember Santos commented on the passing of Madge <br />Basuino, noting he had been her neighbor for thirty years. He mentioned her work for the <br />cause of labor. Councilmember Santos commented that he also lost one of his sisters today. <br />
