Report on Closed Session actions taken. <br /> <br />No Closed Session was held. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Grant reported on meetings of the Alameda County Housing Authority. <br />She stated that several years ago the Housing Authority formed a non-profit corporation <br />which may be competing to handle contract administration of Section 8 and low-income <br />housing formerly managed by HUD. <br /> <br />Councilmember Nardine reported on the August meeting of the Mosquito Abatement <br />District. She noted the West Nile Virus has hit California but most cases are in <br />Southern California. There are two reported cases currently in NOlihen1 Califon1ia. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Business Development COlnmittee Meeting of July 23, 2003. Accepted as <br />submitted. <br /> <br />2. Facilities Committee Meeting of July 22, 2003. Accepted as submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Badger commented on the passing of Madge Basuino, noting her presence at <br />the Council meetings will be greatly missed. Councilmember Badger attended the Western <br />States Golf Association event on behalf of the Mayor. Youth from several states competed in <br />the event, and Councilmember Badger noted three winners were from Northern California. <br /> <br />Councilmember Grant commented on Proposition 54 on the October 7, 2003 special election <br />ballot and expressed interest in having a Council discussion and possibly taking a position on <br />it. She was asked to participate in the American Planners Association conference as a panelist <br />for the Black Community Planning Division. Councilmember Grant acknowledged <br />Community Development Director Hanson Horn and his staff for pulling together slides and <br />infolmation for her presentation and noted the City was well represented. She reported there <br />was a spirited discussion on the topic of indusionary housing. Councihnember Grant <br />commented that she was saddened to hear of the passing of Madge Basuino. She asked the <br />Council to adjourn tonight's meeting in the memory of newspaper reporter Tom Goff, who <br />passed away last week. Councilmember Grant also asked the Council to keep Sheila Hill- <br />Fajors in their thoughts and prayers as she continues to be challenged with health issues. <br />
