<br />MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 2, 2003 <br /> <br />A. Recognition of the San Leandro Pirate Wrestling Team. <br /> <br />Mayor Young presented Coach Ed Shapiro and members of the San Leandro Pirate <br />Wrestling Club with a Commendation on behalf of the City Council for their success at <br />the 2003 USA W National Wrestling Championships in Fargo, North Dakota. <br /> <br />Mayor Young presented Certificates of Recognition to Ben Shapiro and Estella Pino for <br />achieving "All American" status at the 2003 USA W National Wrestling <br />Championships. Coach Shapiro introduced wrestler Manny Acosta, who also competed <br />in the Nationals in North Dakota. He also announced the San Leandro girls' wrestling <br />team was the State championship team last year. <br /> <br />Mayor Young thanked Coach Shapiro for his dedication to the team. <br /> <br />Councilmember Nardine thanked Mr. Souza for his many years of service as a teacher <br />to San Leandro students. She noted Mr. Souza has given thousands of hours of his time <br />to his students over the years and has been a popular mentor and role model. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and subnlit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Proposed Consolidated Annual Performance and Evaluation Report <br />(CAPER) of the 2002-03 Consolidated Annual Action Plan (reports on the 2002-03 <br />CDBG, HOME and housing activities). (2096) <br /> <br />This being the time and place for a public hearing on the above matter, City Manager <br />Jermanis gave an overview of the item and introduced Housing/CDBG Manager LYnn <br />Brown, who narrated a PowerPoint presentation which provided information on 2002- <br />03 CDBG, HOME and housing activities included in the CAPER. <br /> <br />Councilmelnber Badger asked for clarification on the number of honleless in San <br />Leandro. Ms. Brown noted the number quoted in the staff report (2,377) represents <br />the number of persons served by Building Futures with W onlen and Children and <br />Davis Street Community Center and includes both homeless and low-income persons <br />and includes some non-residents. In response to a question from Councilmember <br />Grant, Ms. Brown confimled the number represented individual instances of service <br />provided, and there was no double-counting. <br /> <br />Councilnlember Santos asked if the City has developed any specific anti-poverty <br />programs to build self-sufficiency for persons living below the poverty level other <br />than those provided by Davis Street Community Center and whether the City <br />
