Ms. Brown stated <br />staff will be monitoring the numbers closely as they prepare the new 5-year plan in <br />2004. Councilmember Santos asked if it may be time for the community to consider <br />implementing a living wage program and asked the Council to think about the <br />possibility. City Manager Jermanis noted the City does not provide direct social <br />services but instead provides approximately $360,000 each year in grants to non- <br />profit organizations for these services. Mr. J ermanis noted in prior years, the Council <br />voiced support for the concept of providing quality wages for residents, and there are <br />a number of programs the City has in place to accomplish this. <br /> <br />Vice Mayor Glaze noted the Council approved funding for the Surf Apartlnents over <br />two years ago and asked why the project was held up so long. Community <br />Development Director Hanson Horn briefly described the scope of the project and <br />financing issues. Vice Mayor Glaze observed that the condition of the property has <br />deteriorated since the Council approved the funding. Mr. Horn noted the first visible <br />improvement to the property will likely be replacement of the windows. Mr. HOln <br />stated staff will be coming back to Council later this year with recommended changes <br />to the regulatory agreement for this project. Mr. Horn noted both the application for <br />tax credits and the pledge not to displace tenants necessitated the completion of a <br />lengthy tenant survey to determine whether low-income requirements were met. <br /> <br />Mayor Young pointed out there currently is no process whereby the Council can track <br />the progress of the projects after approval. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />No action taken. <br /> <br />4.
