<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 2, 2003 <br /> <br />Principal Engineer Keith Cooke gave a brief PowerPoint presentation describing the <br />provisions of AB 1886 and how the City will implement the additional fines and <br />slgnage. <br /> <br />Councilmember Santos asked what the wording on the signs would be. Mr. Cooke <br />stated a sign under the existing "School Zone" sign will likely read, "Traffic Fines <br />Doubled." <br /> <br />Councilmember Stephens asked if the legislation permits use of the funds generated for <br />crossing guards. Mr. Cooke noted the funds could be used for crossing guards, as they <br />would be considered a pedestrian improvement for safety. <br /> <br />Councilmember Grant asked if the signs would be posted at all schools and if the school <br />zones could be expanded. Mr. Cooke confirmed the signs would be posted at all the <br />schools. He noted the school zone could not be expanded, and it is generally defined to <br />be within 600 feet of the school. Councilmember Grant asked if the City has a means to <br />enforce this. City Manager Jermanis noted the Police Department continually cites <br />people for speeding within school zones, and the Council would determine how the <br />funds generated from the enforcement would be spent. <br /> <br />Vice Mayor Glaze noted school crosswalks can extend well beyond 600 feet of a school <br />and asked if the legislation also covers the yellow school crosswalks. Mr. Cooke stated <br />that according to his understanding of the legislation, only the crosswalks within 600 <br />feet of the school are covered under the legislation. Vice Mayor Glaze noted this <br />appears to be a gap in the legislation and suggested the Council could ask the legislative <br />representatives to address this concern. <br /> <br />Councilmember N ardine pointed out it does not seem to make sense that the funds <br />could be used for crossing guards who would not be operating in a crosswalk within a <br />school zone. <br /> <br />Mayor Young asked if there will be any notice given before the double fines are <br />implemented. Mr. Cooke suggested the City could work with the schools to do some <br />information dissemination. Vice Mayor Glaze suggested giving no grace period before <br />implementing the double fines. <br /> <br />M/S/C Santos and Grant.
