He noted <br />the Mulford Freight Depot is not on the list but might be considered for its role in San <br />Leandro history. Vice Mayor Glaze pointed to the signage at the Marina that designates <br />where there were once oyster beds and suggested the same could be done with areas like <br />Orchard Avenue and the Chinese immigrants who played a role in the history of that <br />area. <br /> <br />Councilmember Stephens and Vice Mayor Glaze were in agreement with regard to <br />individual property owners having rights over their own property. Councilmember <br />Stephens complimented staff for providing a framework for developing a culture within <br />the community of a respect for local heritage and history. Councilmember Stephens <br />noted that history has a way of determining its own importance, and what we think may <br />be historical at this moment may dissolve before our eyes, while what we think is <br />inconsequential may take on a new relevance. He noted it is up to the Council and <br />citizens to establish a cultural basis within the community to try to identify and preserve <br />what we have, but not become so rigid that we do not recognize that it can change over <br />time, and consider its importance before it disappears. <br /> <br />Councilmembers Santos clarified that he did not intend for his comments to be <br />perceived as criticism and acknowledged the hard work of staff and the Library- <br />Historical Commission in this process. <br /> <br />Mr. Horn suggested the logical next step would be to adopt the ordinance which would <br />set the City Council policy for historic preservation and the framework and tiered <br />criteria as a basis for evaluating the potential historic resources. Once Council adopts <br />the ordinance, staff will have a basis for evaluating the structures. <br /> <br />Mayor Young agreed that in order to move forward with the process, Council needs to <br />provide staff with a basis from which to work. <br /> <br />Councilmember Nardine suggested it may have been less confusing to the public if the <br />list had been labeled as a "proposed" or "sample" list. <br /> <br />Mayor Young noted Vice Mayor Glaze's extensive knowledge of historical resources <br />and suggested Councilmembers and San Leandro residents could be interviewed to <br />identify additional historical resources which may have been overlooked on the list. <br /> <br />Councilmember Santos and Vice Mayor Glaze both concurred with Mayor Young <br />regarding the need to move forward with the ordinance. Vice Mayor Glaze expressed <br />concern that some members of the community are operating only on misinformation and <br />the list. Ms. Greene pointed out that all property owners of structures listed on the <br />survey were notified of all the Library-Historical Commission public meetings, and the <br />meetings were well-attended. <br /> <br />City Attorney Williams outlined for the Council the formal process for consideration of <br />the ordinance. <br />
