Resolution Designating a Residential Parking Permit (RPP) Area on Pacific Avenue and <br />Eveleth Avenue between Castro Street and Marina Boulevard (designates Pacific and <br />Eveleth Avenues between Castro Street and Marina Boulevard as a Residential Parking <br />Pennit area--allowing two-hour non-pemlit parking). (1022) <br /> <br />Councilmenlber Nardine thanked staff for bringing this item forward on behalf of the <br />neighborhood residents and thanked the Planning C0111lnission for incorporating the <br />residents' input in its recOlnmendations. She indicated she agreed with the <br />recommendations Inade by the Planning Commission and expressed concern that staff <br />chose to Inodify the recommendations. <br /> <br />Conway Wendland, 2089 Pacific Avenue, addressed the City Council expressing his <br />opposition to the two-hour non-permit parking allowed under the proposed RPP for <br />Pacific and Eveleth. <br /> <br />Charles Gilcrest, 1271 Terra Avenue and Chair of the Joint Project Area <br />Redevelopment Advisory Committee, addressed the City Council regarding the <br />negative ilnpacts of the Auto Mall on the residents of the proposed RPP area. The RAC <br />voted ovelwhelmingly to recomlnend the RDA pay the cost of the permits. Mr. Gilcrest <br />urged Council to support the Planning COlnmission recommendation or any mnendment <br />to the proposal made by Council. <br /> <br />Mr. Jermanis noted staffs concerns that restricted parking between the hours of 6:00 <br />a.nl. and 10:00 p.m. will be difficult for the Police Department to enforce and that <br />removing the two-hour non-pennit parking provision will prohibit occasional use such <br />as deliveries or visitors. <br /> <br />Mr. Jennanis introduced Principal Engineer Keith Cooke, who narrated a PowerPoint <br />presentation describing the proposed RPP area and the process followed by staff in <br />developing the reconunendation for Council's consideration. <br />
