<br />l\lINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-NOVEMBER 3,2003 <br /> <br />. <br /> <br />A presentation was n1ade to Alameda County Sheriff Charles Plummer for his 51 <br />years in law enforcement service. <br />The Mayor and City Council made a contribution from the Mayor's Community <br />Fund to the San Leandro Library Foundation for the Trivia Bee. <br />The Mayor and City Council made a contribution from the Mayor's Community <br />Fund to the Bay Area Black ComITIunity Fund in memory of Sheila Hill-Fajors. <br />A letter of congratulations was sent to Bud and Barbara Veirs on the occasion of <br />their 60th wedding anniversary. <br />A certificate of recognition was presented by Vice Mayor Glaze to members of the <br />Eden Lodge 90 Plus Club, residents of Eden Lodge who are 90 years of age or older. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of an Ordinance on Historic Preservation and Adoption of an Incentive Program <br />(approves adoption of ordinances to: 1) replace the existing historic preservation <br />ordinance with one that has a three-tier system for designating historic structures and 2) <br />establish criteria for determining which buildings shall be designated historic, and <br />develops a public review process for evaluating alterations, relocations and demolitions <br />of designated historic structures. This also includes changes to the Building Code <br />related to demolition of non-designated buildings and adopts an Incentive Program for <br />property owners of historic structures.) <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item. He acknowledged the work of the Library- <br />Historical Commission and staffs of the Library Services and Community Developn1ent <br />departments working in collaboration to present the matter for Council consideration. <br /> <br />Mr. J ermanis introduced Library Services Director David Bohne, who described the <br />intent, purpose and provisions of the Historic Preservation Ordinance. He pointed out <br />while the most important historic sites, or landmarks, would have compulsory <br />participation by the property owner, the next level of historic sites, merit resources, <br />would have voluntary participation. This unique feature of the ordinance was <br />incorporated in response to the public input received. <br /> <br />Mr. Bolme introduced Library-Historical Commissioner Denise Kaplan, who gave a <br />PowerPoint presentation which described the process used by the Library-Historical <br />Commission, highlighted the points the Commission felt were most important to <br />en1phasize, listed the Commission's recommendations, described the proposed <br />incentive program and outlined the next steps in the process. <br /> <br />The Hearing was then opened to the public. <br />
