<br />MINUTES Page 2 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting-NOVEMBER 17, 2003 <br /> <br />· The Mayor and City Council made a contribution from the Mayor's Community <br />Fund to the Davis Street Family Resource Center in memory of Sam Holcomb. <br /> <br />A. Conmlendation for Chinese Christian School in honor of being recognized by the U. S. <br />Department of Education as a National Blue Ribbon School. <br /> <br />Mr. Robin Horn and Mr. Edward Yue were present to receive the commendation on <br />behalf of the Chinese Christian School. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comlnents are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers nlay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2003-00079; to Rezone the Property to Include a Planned Development <br />Overlay District and to Construct a Four-Unit Residential Project. The proposal <br />conlprises four, two-story residential units at 1903 Doolittle Drive (a vacant lot at the <br />southwest comer of Doolittle Drive and Sitka Street). Each unit will have four <br />bedrooms and an attached two-car garage. The proposed rezoning is to rezone the <br />property from CN Commercial Neighborhood District to CN (PD) Commercial <br />Neighborhood, Planned Development Overlay District. Assessor's Parcel Number <br />77 A-699-1-1; R. Papierniak (property owner); B. Iwerson, Hunt Hale Jones Architects <br />( applicant). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave a brief introduction of the item and introduced Planner Elmer Penaranda. <br />Mr. Penaranda gave a short PowerPoint presentation describing the proposed project. <br /> <br />Councihnenlber Nardine inquired about provisions for guest parking. Mr. Penaranda <br />stated there are two spaces on the driveway outside the attached two-car garage of each <br />unit where guests can park. Councilmember N ardine asked if cars can park at the curb <br />in front of the homes on Doolittle. Mr. Penaranda noted that there is no parking along <br />the project on Doolittle; however, vehicles for visitors or deliveries could park on Sitka. <br /> <br />Bob Iwerson, Hunt Hale Jones Architects (applicant), addressed the City Council, <br />narrating a PowerPoint presentation and giving additional details on the proposed <br />project. <br /> <br />The Hearing was then opened to the public. <br /> <br />Audrey Albers, Mulford Gardens Improvement Association, addressed the City <br />Council, relating the concerns expressed by members of the Association that the project <br />is too massive, and there is no open space for children to play. <br />
