<br />MINUTES Page 3 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting-NOVEMBER 17, 2003 <br /> <br />Larry Norry, Mulford Gardens Improvement Association, addressed the City <br />Council, noting there is some confusion about the number of bedrooms the units will <br />have. He stated the Association's opposition to the project, citing objections to the size <br />of the units, the size of the entire project, changing of the zoning of the property and the <br />unsuitability of rowhouses for the area. <br /> <br />Lou FiIipovich, 15376 Laverne Drive, addressed the City Council, stating attempts by <br />citizens to obtain information from the City or to provide input is futile. He addressed <br />additional participation issues and concerns. Mr. Filipovich stated he agreed with Mr. <br />Norry's comments on the project, noting Mr. Norry lives in the project area. <br /> <br />There being no other speakers, and without objection, the Public Hearing was closed. <br /> <br />(Vice Mayor Glaze arrived at the meeting during the Public Hearing portion of this <br />item.) <br /> <br />Randy Papierniak, the property owner, addressed the City Council, stating he polled <br />the neighboring residents within 500 feet of the proposed proj ect. He made contact at <br />34 of the 41 homes in the area, and 94% of those surveyed signed his petition in support <br />of the project. <br /> <br />Mr. Iwerson responded to the comment regarding the number of bedrooms the units will <br />have, stating one of the four-bedroom floor plans can be altered so that one bedroom <br />can be converted to a study. Mr. Iwerson commented on the density issue, noting that <br />the density of the proposed project is similar to that of the apartments next door. <br /> <br />Mayor Young asked if the project faces Doolittle and if it would be considered part of <br />Mulford Gardens or Little Alaska. Mr. Iwerson confirmed that the project faces <br />Doolittle. Mr. Penaranda stated the proj ect is closer to Little Alaska than to Mulford <br />Gardens. <br /> <br />Councilmember Grant commented that since the development faces Doolittle, it would <br />not be the ideal location for family dwellings. Otherwise, she stated it was a good <br />project. Counciln1ember Grant expressed concern regarding the .6 unit of affordable <br />housing versus having one whole unit and asked the Council to consider a discussion on <br />the City's housing policies in the near future. <br /> <br />Councilmember Nardine asked if the utility poles would be undergrounded. Mr. <br />Penaranda responded that the existing utility poles would not be undergrounded until <br />the street is widened. <br /> <br />.
