<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~December 1,2003 <br /> <br />Vice Mayor Glaze recalled that with funds nlade available through refinancing, the City was <br />considering additional community space in the Downtown Historical District and asked when <br />the plans would be coming to the Council. Mr. J ermanis stated staff is working on concepts <br />for the Plaza area with the fountain and the cOlmection with the Washington Plaza Shopping <br />Center and will be presenting them to the Facilities Committee. He noted that the funds <br />would also be used for the lighting system and that the sample lamps selected by the ad hoc <br />committee have been installed on West Joaquin. Mr. Jermanis encouraged the Council to <br />view and comment on the lamps and poles. <br /> <br />Vice Mayor Glaze inquired about the timeline for the undergrounding of lighting along East <br />14th Street. Mr. Jemlanis stated staff is working with PG&E and will provide a progress <br />report to Council. <br /> <br />Councilmember Nardine commented that the freeway entries into San Leandro are looking <br />much neater and thanked Mr. J ermanis for working with Caltrans to cut down the weeds. Mr. <br />J ermanis noted that the effort began with Councilmember Badger's Clean and Green Program <br />and his contact with Assemblymember Corbett. The City has met with the Maintenance <br />Director for Caltrans and hopes to work out an arrangelnent with Caltrans to assume sonle of <br />the maintenance of the entfYWays. <br /> <br />Councilmember Grant commented that she brought some San Leandro memorabilia with her <br />on her recent business trip to Ghana. She related her experiences of passing out the San <br />Leandro pens and pencils to school students and the act of legislation required to purchase <br />gas. <br /> <br />Councilmember Grant suggested scheduling a Human Relations Committee meeting in <br />January to address items brought up at tonight's meeting. She noted there are grants available <br />through the EP A and environmental justice organizations for green business programs such as <br />those the Mayor addressed. She mentioned a woman who spoke at a Chamber of Commerce <br />luncheon earlier this year whose business was started through one such grant. Mayor Young <br />commented that many of the progranls receive their initial funding through the Alameda <br />County Waste Management Authority. <br /> <br />Councilmember Badger thanked Chief Kitchen and the Police Department staff for their <br />assistance on issues in the Bay-O- Vista area. He also thanked City Manager J ermanis and <br />asked him to convey his appreciation to Caltrans for its good work in cleaning up the freeway <br />on- and off-ramps. Councilmember Badger suggested considering standards for use of public <br />trash cans, noting that they are being used by businesses that do not subscribe to garbage <br />service. He also noted many store windows downtown are blocked, making it difficult to see <br />into the business. <br /> <br />Councilnlember N ardine requested clarification regarding the dates for the Human Relations <br />Committee meetings. She asked why the lights are on at Burrell Field tennis courts at night <br />when no one is there. Mr. Jennanis stated staff will look into the matter. <br />
