<br />Minutes - City of San Leandro City Council Meeting <br />January 7, 2002 <br /> <br />Page 4 <br /> <br />Council Member Loeffler interjected that he felt Mr. Filipovich was out of order <br />because he is very aware of the procedure to address the City Council during a <br />hearing. He stressed that the Chief Officer should follow the policy in place which <br />requires speakers to fill out a card and requested that Mr. Filipovich not be <br />allowed to speak. <br /> <br />Mr. Filipovich was asked to leave the podium and he returned to his seat. <br /> <br />There being no comments from the public, and without opposition, the Public <br />Hearing was closed. <br /> <br />Council discussed the various components of the Revised Element. <br /> <br />Council Member Nardine requested stat1to check the cycle for resurfacing Aladdin <br />Street to ensure there is no impact; i.e., any additional potholes. <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2002-1, Resolution Adopting the City of San Leandro's <br />Revised Non-Disposal Facility Element (required by State legislation to <br />address facilities to be used to meet the City's waste-reduction goals). (2047) <br /> <br />M/S/C Santos and Badger. Ayes: 7; Noes: 0 <br /> <br />4. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per person. When you address the City <br />Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. The public is invited to make comments on Consent Calendar items, or <br />other items of public interest not listed on the Agenda, at this time. <br /> <br />A. Michael L. Moriarty, 512 Joaquin Avenue, addressed the City Council <br />regarding his concern about the increase in panhandling at the downtown shopping <br />center. <br /> <br />B. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding his <br />objections to how the City Council entertains public comment and referenced <br />documentation that is on file with regard to public participation at San Leandro <br />meetings. He concluded by commenting the City is obligated to disclose the <br />source of anticipated litigation that is considered during Closed Session. <br /> <br />The City Attorney stated that the Mayor's enforcement of the policy regarding the <br />filing of speaker cards is consistent with the City's rules and the Brown Act. <br />
