CITY MANAGER'S REPORT AND COMMENTS <br /> <br />City Manager Jennanis remarked there is an upcoming Work Session scheduled for <br />the City Council regarding the Downtown Plaza and the issue of panhandling. He <br />commented that the ordinance currently allows citations to be issued to panhandlers if <br />they are aggressive. <br /> <br />6. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />1. Council Member Santos made remarks about his attendance at various sessions <br />of the Annual League of California Cities Conference in Sacramento last week. <br /> <br />2. Council Member Nardine reported that the Mosquito Abatement District <br />Board continues to do a fine job. <br /> <br />3. Council Member Loeffler reported on his attendance at the League of <br />California Cities Annual Conference and remarked on discussions regarding the <br />uncertainty of funds to cities from Vehicle License Fees. He also commented <br />on a discussion regarding technology as it relates to cities using CATV to <br />reach the public and added he has been asked to serve on the League of <br />California Cities Technology Committee. <br /> <br />4. Council Member Santos commented on sessions at the League Conference <br />regarding how to save energy. He suggested City staff contact the City of <br />Santa Monica about energy-saving programs they have implemented. <br /> <br />B. Reports on City Council Committees <br /> <br />1. City and San Lorenzo Unified School District Liaison Committee Meeting of <br />December 11, 2001. Accepted as submitted. <br /> <br />Future Actions to Be Taken; <br />a. The Committee recommends that the City Council support Option A for <br />Washington Manor Middle School Improvements, estimated at $961,000; <br />and <br /> <br />b. That staff work with the School District to develop an MOU to describe <br />the project and responsibilities of the parties. <br />
