Report on Closed Session Actions Taken. No action taken. 9. CITY COUNCIL COMMENTS A. Council Member Santos clarified with the City Manager that the City is waiting for a break in the rainy weather to continue with the repair of potholes on various city streets. B. Council Member Loeffler commented on the positive community reaction to the City's holiday tree in front of the Police Department during the holidays. He also commented he was pleased to see the video of the Miracle on E. 14th Street event featured on Cable TV. Council Member Loeffler noted his concern for the image of downtown as it relates to panhandling and shoplifting. Council Member Loeffler continued by referencing the community forum held regarding San Leandro's historical past and questioned what is being done to re- energize the history of our community. He suggested historical photographs should be displayed at City Hall. C. Vice Mayor Glaze commented on the need to replace street lights throughout the community and commented about how the lack of lighting affects citizens who shop in the downtown area. Vice Mayor Glaze expressed concern about parking issues that have emerged as a result of the redevelopment ofBayfair Mall. In conclusion, Vice Mayor Glaze suggested City Council consider annexation as a tool to facilitate straightening of some of the city's borders at the same time redistricting options are being reviewed. D. Council Member Nardine agreed with the need to check and repair various street lights and commented she shares the concerns expressed regarding parking at Bayfair Mall. Council Member Nardine acknowledged the efforts of the Police Department to control the panhandling situation in the downtown area.
