<br />Minutes - City of San Leandro City Council Meeting <br />February 4, 2002 <br /> <br />Page 2 <br /> <br />4. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per person. When you address the City <br />Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. The public is invited to make comments on Consent Calendar items, or <br />other items of public interest not listed on the Agenda, at this time. <br /> <br />A. John Manuel, 13122 Neptune Drive, addressed the City Council regarding <br />airport noise issues over the weekend in his neighborhood. He stressed that the <br />pending insulation program should be administered immediately. <br /> <br />B. Deatra Stiles, 291 Cambridge A venue, addressed the City Council regarding the <br />need to increase animal control efforts in her neighborhood. She indicated to the <br />City Council that stray dogs have been killing cats in her neighborhood and that a <br />stray dog on her front porch killed her cat. <br /> <br />5. CITY MANAGER'S REPORT AND COMMENTS <br /> <br />The City Manager acknowledged the unfortunate incident reported by Ms. Stiles and <br />stressed that he will direct the Chief of Police to have the Animal Control Officer look <br />into the problems experienced in that neighborhood and perhaps animal control efforts <br />could be increased and/or times of enforcement changed. <br /> <br />The City Manager, in response to comments about airport noise, indicated staff has <br />been in contact with the administrative staff of the Port of Oakland regarding the <br />implementation of the insulation program. He will keep the City Council informed of <br />progress in that area. <br /> <br />6. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Mayor Young noted that she and Vice Mayor Glaze had attended the Congestion <br />Management Agency Retreat on Saturday and reported on the reduction in funds <br />available for transportation in the Governor's budget. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Disaster Council Meeting of January 16, 2002. Accepted as submitted. <br /> <br />2. Facilities Committee Meeting of January] 5, 2002.
