PUBLIC HEARINGS

Public Hearing Comments are limited to 5 minutes per person. When you address the
City Council, you should fill out a speaker card and submit it to the City Clerk so the
order of speakers may be determined and an official record of names and addresses
obtained.

None

4. PUBLIC COMMENTS

Public Comments arc limited to 3 minutes per person. When you address the City
Council, you should fill out a speaker card and submit it to the City Clerk so the order
of speakers may be determined and an official record of names and addresses obtained.
The public is invited to make comments on Consent Calendar items, or other items of
public interest not listed on the Agenda, at this time.

A. Lou Filipovich, 15376 Laverne Drive, addressed the City Council stating that
there is no redevelopment in the Washington Manor area, that Commissions and
Committees do not speak for the community as a whole, and that he does not
support redistricting in San Leandro.

5. CITY MANAGER'S REPORT AND COMMENTS

The City Manager reported that Randy Lucas, Senior Clerk support for the City
Council, is leaving his position on Friday, February 22, 2002, and for the immediate
future the City Clerk will serve as the contact person at City Hall for Council members.

The City Manager suggested that the issue of support staff for City Council be returned
to the Rules and Communications Committee to discuss the effectiveness of the current
configuration of support that is serving them.

Council agreed they would like to refer this issue to the Rules and Communications
Committee so they may have input on the process to replace the Council's clerical
support.

Council Member Nardine commented on the support Randy Lucas has given the City
Council and indicated that she is sorry to see him leave. She added that he was a great
assistant to the Council.

The Mayor remarked that Randy was an exceptional employee and that the Council
wishes him well on his relocation to Arizona.
