<br />Minutes - City of San Leandro City Council Meeting <br />March 4, 2002 <br /> <br />Page 7 <br /> <br />The City Attorney explained that the public does have an opportunity to comment on <br />the proposed MODs prior to the City Council taking action on them during an open <br />public session, such as this evening. <br /> <br />The following Resolutions were then introduced: <br /> <br />Resolution No. 2002-33, Resolution Approving "Form of Agreement" ~- <br />Memorandum of Understanding Between the City of San Leandro and the San <br />Leandro City Employees' Association/International Federation of Professional and <br />Technical Engineers, Local 21 (SLCEAl1FPTE) (provides for a 36-month contract <br />for the period January I, 2002 through December 31, 2004. (1926/1177) <br /> <br />M/S/C Santos and Glaze. Aycs: 6j Noes: 0; Abstain: Loeffler <br /> <br />Resolution No. 2002-34, Resolution Approving "Form of Agreement" - <br />Memorandum of Understanding Between the City of San Leandro and the San <br />Leandro Police Officers' Association (SLPOA) (provides for a 36-month contract <br />[or the period March l, 2002 through February 28, 2005). (1385/1177) <br /> <br />M/S/C Santos and Glaze. Ayes: 6j Noes: OJ Abstain: Loeffler <br /> <br />A. Matter o[Evaluation of Wastewater Treatment Alternatives. <br /> <br />Ed Schilling, Assistant City Manager, gave the staff report and recommended that <br />the City Council consider taking action to make clear its intention to continue <br />operating the WPCP for the foreseeable future. <br /> <br />Public Comments: <br /> <br />Tom Guarino, representing the San Leandro Chamber Industrial Roundtable <br />Wastewater Task Force, addressed the City Council, indicating they understand <br />staffs position and agree with the conclusion in the staff report. He recommended <br />staff continue to work with the Industrial Roundtable to bring some relief to the <br />large industrial users of the system. <br /> <br />David Williams, Director of Wastewater, East Bay Municipal Utility District, <br />addressed the City Council, indicating staff was very 'professional in its approach to <br />this matter. He stated his recommendation to continue to negotiate with staff as he <br />felt they were very close to an agreement. He urged the City Council to defer their <br />decision on this matter for two morc weeks. <br /> <br />Bob Britton, representing the San Leandro City Employees Association, <br />addressed the City Council and commented on the difficulties in trying to eliminate <br />partial positions. He urged the City Council to go on record, as recommended by <br />staff, that they will not be pursuing this matter again in the foreseeable future. <br />
