<br />Minutes -- City of San Leandro City Council and <br />San Lcandro Rcdcvelopment Agency Joint Meeting - April 1, 2002 <br /> <br />Page 2 <br /> <br />This being the time and place for the Public Hearing on the above matter, Mike <br />White, Finance Director, gave the staff report and an overview of the proposed fee <br />adjustments. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council regarding his <br />opposition to fees being charged to senior citizens. <br /> <br />There being no further comments from the public, thc Public Hearing was closed. <br /> <br />M/S/C Santos and Grant. Ayes: 7; Noes: 0 <br /> <br />Council Member Loefller suggested that staff takc a look at thc Illodel in Portland, <br />Oregon, where citizens have access to crime statistics through their GIS Mapping <br />system. <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2002-41, Resolution Amending Title 6, Chapter 4 of the San <br />Leandro Administrative Code Relating to fees and Charges far Services <br />Provided by City Departments and Increasing the Amounts of Certain Said Fees <br />(provides for annual adjustments in user fees and charges for services provided <br />by City departments, effective July I, 2002). Cost: Approximate Revenue <br />Increase of $84,420 to the Marina Fund; $4,000 to the Environmental Services <br />Fund; and $2,300 to the General Fund. Matter of Certification of tbe Final Environmental Impact Repor1 (FEIR) and <br />Adoption of the San Leandro Gcneral Plan. <br /> <br />Resolution Certifying the Final Environmental Impact Report (FEIR) for tbe <br />San Leandro General Plan Update. <br /> <br />Resolution Adopting the 2002 San Leandro General Plan Update, Making <br />Mitigation and Alternatives Findings, Adopting a Statcment of Overriding <br />Considerations, and Adopting a Mitigation Monitoring Plan. <br /> <br />This being the time and place for the Public Hearing on tbe above matter, [lanSOll <br />Hom gave a brief staff report and introduced Bill Stepbens, Chair of the General <br />Plan Advisory Committee, who gave an overview of the process and public <br />outreach that was done. <br /> <br />Barry Miller, Consultant, then gave an overview of the locus areas and the major <br />issues raised. <br />
