Council Comments by Council :1ember Cdrry Loefner
April 15, 2002

For the record, I am requesting my comments be for the record from this
point until I leave office.

1. Thank the City Attorney for the interpretation recently provided
regarding the relationship between the recent settlements with the
Management Employees/City Manager v. the Council's
entitlements. Requesting that response be made apart of the public
record so there may be no misunderstandings for future
couneilmembers.

2. Recently, I was asked what does our City do to celebrate
Citizenship? Today, I think we recognize that we are a transitional
eity with new residents from many cultures. How are we a
welcoming City to those who decide to become citizens? I sense we
take our inheritance as a right, forgetting the struggles/journeys
some of our new residents have experienced. I would propose we
have some way of welcoming those in San Leandro who have
completed the eitizenship process. Could they be honored at a City
Council meeting?

3. April 7th, four churches combined their efforts to help the homeless
in our community. The Homeless Interfaith TF launched project"
April Showers" to provide homeless an opportunity to clean up-
have a shower, received personal care items, and have a bag lunch.
16 people took advantage of the opportunity organized as an
outreach by members of 4 congregations in our city. Each
homeless person was highly appreciative of the opportunity. There
were no reported incidents requiring police assistance. Many of the
homeless live in our city- in the creek area, in the marsh area,
along the RR tracks. I hope we will consider their needs as we
develop the housing element of our General Plan.
