PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Community Development Block Grant (CDBG) Program Year <br />Activities for 2002-2003. <br /> <br />This being the time and place for the Public Hearing on the above matter, Neusa <br />Pollard, Housing Specialist, gave an overview of the proposed Program Activities <br />for 2002-2003 < <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council commenting that <br />the only reason this item is on the agenda is because it is required to be. He noted <br />that 90% of seniors are left out of the process and concluded by asking why the <br />City Manager administers these monies. <br /> <br />Heidi Finberg, representing the Recreation and Parks Commission, addressed <br />the City Council thanking them for the improvements made to San Leandro parks. <br /> <br />There being no further comments from the public, and without opposition, the <br />Public Hearing was closed. <br /> <br />City Council discussion ensued regarding various aspects of the proposed action <br />plan. Concerns were expressed regarding the need for affordable housing and to <br />get information out to seniors regarding grants for minor home repairs. It was <br />suggested a form letter be sent to the Homeowner Associations in San Leandro, <br />which might contain information on services available. <br /> <br />It was noted the Senior Commission would be charged with addressing how <br />communications could be strengthened with the senior community. <br /> <br />The Mayor noted that Mr. Keith Peterson, a newly appointment member of the <br />Senior Commission, has also been appointed to the Alameda County Council on <br />Aging. <br /> <br />The Mayor also suggested information be added to next year's staff report that <br />would reflect how many years CDBG monies have funded a particular agency. <br />
