<br />Minutes - City of San Leandro City Council and <br />San Leandro Hillside Geologic Hazard Abatement District <br />Joint Meeting - April 15, 2002 <br /> <br />Page 3 <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2002-50, Resolution Approving Fiscal Year 2002-2003 Action <br />Plan for Community Development Block Grant (CDBG) Funds and <br />Authorizing the Execution and Submission Thereof by the City Manager <br />(approves amounts and recipients of CDBG Block Grant Funds as well as <br />authorizes the City Manager to execute and submit the Action Plan for Fiscal <br />Year 2002-2003 to ffiJD). (2096) <br /> <br />M/S/C Santos and Glaze. Ayes: 6; Noes: Loeffier <br /> <br />4. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per person. When you address the City <br />Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. The public is invited to make comments on Consent Calendar items, or <br />other items of public interest not listed on the Agenda, at this time. <br /> <br />John Manuel, 13122 Neptune Dr., addressed the City Council regarding the <br />insulation program to address airport noise. He stated he feels there are differing <br />needs and a committee should be formed of individuals from the impacted areas to <br />address those needs and participate in the selection of the consultant. <br /> <br />Wafaa Aborashed, 672 Tudor Rd., addressed the City Council questioning what the <br />qualifications are to quality for a rehabilitation loan. She also questioned what <br />services ECHO Housing provides. She continued by commenting on the insulation <br />program and stated that a band-aid on an issue will not take care of the problem. She <br />added the noise is a quality of life issue for adults and children and concluded by <br />stating the proposed solutions do not address the cracks and damage that has been <br />done to her home. <br /> <br />Tim Holmes, 659 Broadmoor Blvd., addressed the City Council as President of the <br />Broadmoor Homeowners Association. He expressed concerns with the development <br />of Durant Square, indicating there will be traffic congestion that will adversely impact <br />their neighborhood. He expressed his disappointment that the City of San Leandro has <br />not opposed the traffic impacts to the degree he feels they should have. <br /> <br />Bob Lundstrom, 195 Broadmoor Blvd., addressed the City Council expressing <br />concern for the traffic impacts to his neighborhood resulting from the development of <br />Durant Square. <br />
