The public is invited to make comments on Consent Calendar items, or other items of public interest not listed on the Agenda, at this time. John Manuel, 13122 Neptune Dr., addressed the City Council regarding the insulation program to address airport noise. He stated he feels there are differing needs and a committee should be formed of individuals from the impacted areas to address those needs and participate in the selection of the consultant. Wafaa Aborashed, 672 Tudor Rd., addressed the City Council questioning what the qualifications are to quality for a rehabilitation loan. She also questioned what services ECHO Housing provides. She continued by commenting on the insulation program and stated that a band-aid on an issue will not take care of the problem. She added the noise is a quality of life issue for adults and children and concluded by stating the proposed solutions do not address the cracks and damage that has been done to her home. Tim Holmes, 659 Broadmoor Blvd., addressed the City Council as President of the Broadmoor Homeowners Association. He expressed concerns with the development of Durant Square, indicating there will be traffic congestion that will adversely impact their neighborhood. He expressed his disappointment that the City of San Leandro has not opposed the traffic impacts to the degree he feels they should have. Bob Lundstrom, 195 Broadmoor Blvd., addressed the City Council expressing concern for the traffic impacts to his neighborhood resulting from the development of Durant Square.
