<br />Minutes - City of San Leandro City Council and <br />San Leandro Hillside Geologic Hazard Abatement District <br />Joint Meeting - April 15, 2002 <br /> <br />Page 4 <br /> <br />Cynthia Chandler, 165 Cambridge Ave., addressed the City Council regarding <br />concerns for traffic impacts to her neighborhood due to the proposed development at <br />Durant Square. <br /> <br />Jim O'Leary, 178 Boadmoor Blvd., addressed the City Council with concerns for <br />traffic impacts to his neighborhood resulting from the development at Durant Square. <br /> <br />Mitch Huitema, 659 Broadmoor Blvd., addressed the City Council regarding the <br />lack of input from Traffic Engineers from either city on the development of Durant <br />Square. <br /> <br />Heidi Finberg, 227 Begier Ave., addressed the City Council regarding the Aquatics <br />Task Force and how they are reviewing the best use of pools in San Leandro. She <br />invited the City Council and community to a design charrette to be held on April 20, <br />2002 at 8:30 a.m. to 12:30 p.m. in the South Offices of City Hall. She also voiced <br />concern about traffic congestion issues resulting from the development at Durant <br />Square. <br /> <br />Francois Gallo, NAACSL, 979 Woodland, addressed the City Council regarding the <br />need for an expert in acoustics engineering to address the insulation program needs. <br />He noted that NAACSL would like to be a part of the selection process for the <br />consultant and would like to see examples of their work from prior projects before a <br />consultant is selected. <br /> <br />Harold Perez, 2052 Vestal Ct., addressed the City Council stating his opposition to <br />hiring a noise consultant until an EIR is done. He stated his belief there is a need to <br />update the noise contour. <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council regarding the April <br />I, 2002 City Council Meeting Minutes indicating they are missing addresses of those <br />persons who spoke during Public Comments. He asked who is present at tonight's <br />meeting representing the Press. He stated he would like to see a Public Advocate's <br />Office created and represented by an attorney that would be an advocate for seniors. <br />He added seniors want stand-alone elections and there should be some serious thought <br />given to lifetime term limits for elected officials in San Leandro. <br /> <br />5. CITY MANAGER'S REPORT AND COMMENTS <br /> <br />The City Manager remarked the City has no local control over neighboring <br />jurisdictions with regard to development taking place at Durant Square. He also noted <br />the Mayor, Council Member Loeffler and staff members have attended various <br />meetings in Oakland regarding that development and have voiced the same concerns <br />that were expressed this evening. He concluded by stating staff has reviewed the ElR, <br />but indicated he will have them review the EIR again. <br />
