<br />Minutes City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - May 6, 2002 <br /> <br />Page 15 <br /> <br />Diane Dickstein, Acting Housing Specialist, outlined the project and Jim Buckley, <br />Citizens Housing, discussed their role in providing affordable housing and project <br />management services. <br />Public Input: <br /> <br />1. Lou Filipovich, 15376 Laverne Drive, addressed the City Council expressing <br />concern because he could not comment on the General Plan and opposing the <br />project off of Lewelling Boulevard in Washington Manor. <br /> <br />Vice Mayor Glaze wanted assurance that the rehabilitation project will not displace <br />families. He also stated the community center was positive but questioned the lack <br />of playground space for children. Vice Mayor Glaze suggested the City investigate <br />the vacant land near Walgreen's as a potential play area/green space site. <br /> <br />City Manager Jermanis indicated the developer has ensured no tenants will be <br />displaced and noted the City will look into the open space issue. <br /> <br />Council Member Badger asked about the management of the property, and City <br />Attorney Randolph stated the developer will serve as the property manager although <br />the City has the option to hire another firm. <br /> <br />The following Resolutions were then introduced: <br /> <br />Resolution No. 2002-65, Resolution of the City Council Approving Loan <br />Agreement Between the City of San Leandro and Citizens Housing Coq)oration <br />for the Use of HOME Funds for Acquisition and Rehabilitation of a 46-Unit <br />Apartment Building and Construction of a Community Building at 15320 <br />Tropic Court and Authorizing the City Manager to Request an Allocation of <br />Federal HOME Program Funds for a Non-Profit Devcloper for Acquisition of <br />Affordable Housing (APN 412-0006-007-00). (Approval of a loan of $700,000 <br />in federal HOME Funds to Citizens Housing Corporation, a non-profit housing <br />developer, for the acquisition and rehabilitation of the Surf Apartment building <br />and construction of a community building located at 15320 Tropic Court to be <br />maintained as affordable housing.
