CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />None <br /> <br />B. Reports on City Council Committees <br /> <br />1. Rules and Communications Committee Meeting of May 23,2002. Approved <br />as submitted. <br /> <br />Recommendation for City Council Consideration: <br />a. Limit public comments to three (3) minutes for Public Hearings and City <br />Council Comments, as well as a ten-(10) minute limitation per speaker, per <br />meeting. <br /> <br />City Council Members and the City Attorney had a discussion about the <br />legality of limiting speaking times at public meetings and suggested <br />reviewing the practices used by neighboring cities. They also expressed <br />concern about the lack of interactivity between the public and City Council <br />Members at Council meetings and discussed possible solutions to increase <br />that dialogue. <br /> <br />The following Motion was then introduced: <br /> <br />Minute Order No. 2002-32, Limit public comments to three (3) <br />minutes for Public Hearings and Public Comments, as well as a ten-(10) <br />minute limitation per speaker, per meeting. (2416) <br /> <br />The City Council directed staff to obtain information on the time- <br />limit practices of other cities and to put the matter on the June 17, <br />2002, City Council Agenda under New Business. <br /> <br />No Vote <br />
