Discussion Regarding Public Comment During City Council Meetings. <br /> <br />City Manager Jcnnanis explained the recommendation before the City Council <br />which is to allow for members oUhe public to have 3 minutes each to speak during <br />public hearings and Public Comments portions of the agenda, with an overall total <br />for anyone individual to be limited to 1 () minutes. <br /> <br />Council Member Santos, referencing the survey inf'()[lnation provided by thc City <br />Clerk, requested that information be included regarding how the City of Hayward <br />accepts public input during Council Meetings. <br /> <br />I)ublic Comment: <br /> <br />Lou Filipovich, 15376 Laverne Dr., addrcssed the City Council commenting he <br />appears before the City Council in thc City of Hayward and they allow more time <br />for public comments than San Leandro. He added the public should be allowed to <br />speak before, during and after items listed on the agcnda are discussed and actcd on <br />by the City Council. <br /> <br />The following direction was given: <br /> <br />Minute Order No. 2002-34, Discussion Regarding Public Comment During <br />City Council Meetings. (2416) <br /> <br />The City Council tabled the issue and referred the matter of Public <br />Comments during City Council Meetings back to the City Council Rules <br />and Communications Committee for further review and discussion. <br /> <br />B. Discussion Regarding the City's Position on SB 1243 (Torlakson) Consolidation of <br />Association of Bay Area Governments (ABAG) into the Metropolitan <br />Transportation Commission (MTC). <br /> <br />City Manager Jermanis gave a brief staff report on the request for the City to take a <br />position on SB 1243. <br /> <br />Lengthy City Council discussion ensllcd regarding who would be the appropriate <br />agency to act as the lead agency.
